Program Manager Job Description
GasTOPS, Inc. is seeking to hire a Program Manager. This role will lead the US Air Force ChipCHECK CC121 Portable Debris Analyzer Program in support of the USAF’s need for Analytical Chip Debris Classification (ACDC) including fielding and product support. The Program Manager will ensure contract compliance with all required contract actions, operations, program/product development, and execution. Additional customers may be added to the program portfolio.
GasTOPS primary focus is sensors and test instrumentation for DPHM (Diagnostics, Prognostics, Health Management) solutions for rotary and fixed wing aircraft along with Engineering Services and MRO in areas including aircraft component monitoring.
Position Responsibilities:
The successful candidate will lead the US Air Force ChipCHECK program ensuring contract compliance with all required contract actions, operations, program/product development, and execution.
- Manages and directs the daily execution of the program within contractual requirements to assure that the program’s cost, schedule, and technical performance goals are met
- Allocates and controls contract budgets
- Formally identifies, assesses, monitors, and mitigates risks throughout the program
- Reports program status to senior management on a regular basis
- Communicates and coordinates with the customer on matters pertaining to program activities
- Prepares and presents written documents and presentations
- Engages in related business development activities, to include interacting with potential future customers, developing program concepts/strategies, and developing winning proposals
- Provide useful customer feedback and effective business intelligence.
- Develops and executes integrated organizational plans, policies and procedures, and guides the development of business and technical strategies, goals, and objectives.
- Acquires resources, provides technical management of suppliers, and leads process improvements.
- Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners, and direct reports.
- Provides oversight and approval of technical and programmatic approaches, products, and processes for the Air Force ChipCHECK program.
- Candidate should have the experience, knowledge, and ability to lead a dispersed multi-discipline engineering, business operations, contracts, as well as sales and marketing team in the development, execution, and product support for this effort.
- Maintains daily contacts with senior business area leadership and customers concerning operational decisions, scheduling, execution, requirements, contractual clarifications, and proposal details.

Qualifications
This position requires the ability to maintain a Secret U.S. Security Clearance.
Basic Qualifications (Required Skills/Experience):
- Bachelor’s Degree in engineering or other appropriate technical area with minimum of 5 years’ experience.
- Demonstrated experience with manpower planning, project reviews, scheduling, and budget control.
- Experience with metrics for assessing and reporting program progress, productivity, and variance analysis
- Excellent interpersonal, customer relationship, and presentation skills
- Strong working knowledge of the aerospace and unmanned systems industry is highly desired
- Willingness and ability to travel
- Must be a US Person (US Citizen or US Permanent Resident/Green Card Holder)
- Existing security clearance or ability to obtain a clearance
- Experience in translating customer needs and desires into system concepts, architectures, and requirements through performing system level trade studies.
Preferred Qualifications (Desired Skills/Experience):
- Experience with engineering processes including software engineering, integration and test, verification, and design/development.
- Expertly formulates complex change strategies; adeptly involves others to evaluate options for change and encourage buy-in.
- Directly participates in establishing, managing, and administering multiple projects concurrently.
- Experience in developing and managing technical, cost, and schedule metrics and technical performance measures (TPM).
