The Team Global Health Division Our Global Health (GH) program harnesses advances in science and technology to save lives in low- income countries by focusing on health problems that have a major impact but receive too little attention and funding. Where proven tools exist, we support sustainable ways to improve their delivery. Where they do not, we invest in research and development of new interventions, such as vaccines, drugs, and diagnostics.  Our work in infectious diseases focuses on strategies to fight and prevent HIV, malaria, tuberculosis, neglected and other infectious diseases, enteric and diarrheal diseases, and pneumonia.  These strategies are supported by functional teams that focus on Discovery and Translational Sciences, Vaccine Development, and Integrated Development. Role Summary The Senior Program Officer, HIV Programs- Quality, is a member of the HIV Testing and Treatment team within the broader TB & HIV Team in the Global Health Division. The position’s effort will be focused on establishing national, district and facility level systems of quality management that routinize the use of data to provide sustainable high quality person-centered HIV services in sub-Saharan Africa. The SPO will develop and lead investments related to quality planning, quality improvement, quality assurance and performance management of HIV services across sub-Saharan Africa, including investments in digital health and human resources for health that are closely tied to quality management goals. The SPO will also ensure that these investments and partners are well-coordinated and aligned with the team’s overall strategic goals. Focus countries for this position may include South Africa, Zimbabwe, Malawi, Zambia, and Kenya along with some regional support. The SPO will also be responsible for engagement with global normative and funding agencies such as the WHO, UNAIDS, US State Department/PEPFAR, CDC, USAID, the Global Fund, and other stakeholders as relevant. The position will report to the Deputy Director for HIV Testing and Treatment but will work closely with the entire HIV Delivery team. The position will be based in Seattle. Core Responsibilities Quality Management, including quality systems, quality improvement, quality assurance and performance improvement Planning and execution of the foundation’s strategy to drive effective use of data to improve the quality of HIV programming with the goal of decreasing new HIV infections and associated morbidity and mortality. Specifically, the SPO will lead the foundation’s efforts to: Leverage global and national funding to establish sustainable government-led, data-informed quality management policies and programs that will lead to service-level changes and improved HIV outcomes. Drive a learning agenda to improve the implementation of national, sub-national and local quality management programs, including identifying and addressing shared challenges in capacity and implementation, defining metrics for success and best practices, and disseminating key findings. Manage the HIV team’s body of work on digital health (and associated consultants) to ensure that such efforts produce results that optimally contribute to quality management programs. Examples might include systems to manage and analyze routine data, digital processes for laboratory result return directly to patients, and advanced analytics to support both quality improvement and quality assurance. Manage the HIV team’s body of work on human resources for health (and associated consultants) to ensure that such efforts produce results that optimally contribute to improving the quality of services. Examples might include preservice education, continuing professional development programs, mentoring and supervision, payment schemes, behavioral interventions. Ensure that quality management efforts emphasize use of patient and health care worker experience data. Propose and advise on quality improvement collaboratives implemented by the HIV team to drive innovation across the prevention and treatment cascade and improve clinical outcomes. Participate in African and global dialogue on quality in healthcare, particularly HIV. Study quality management methods from across industries and serve as a thought leader to improve HIV services. The SPO will be expected to be perceived and act as a leader in the field of HIV and quality management/performance improvement, developing the strategy, providing technical advice, and identifying new opportunities to explore and challenges to address over time. Grants Management and Team Engagement Closely manage investments with team members and a wide variety of partners to improve treatment outcomes Write background documents, briefs, and presentations, including relevant literature reviews, landscape analyses, and data analysis based on internal needs for portfolio/grant progress reporting and/or new grant development. Participate in initiative and other meetings as a contributing member of the team across various bodies of work providing lessons and insights. Support other bodies of work as a collaborator where needed. Routinely engage with HIV delivery team and leadership on portfolio progress, grant and goal updates, and key events or activities. Represent the foundation at donor coordinating meetings or other committees, task teams, as they relate to areas of expertise. Core Knowledge and Skills Successfully worked in developing countries for a significant period on quality management, gaining an appreciation for the complexities of implementing and managing field-based programs. Preference for experience in the sub-Saharan Africa region. Experience working with governments (e.g. African governments), Ministries of Health, NGOs and academic institutions, as well as with regional, multi-country institutions such as WHO and global funders like PEPFAR and Global Fund. Experience in health systems strengthening, including digital health, human resources for health, integration of vertical programs, public-private partnerships, strategic purchasing, and/or transition towards sustainability highly desirable. Program and/or project management skills/experience; from workplan concept development to implementation with strong organizational and prioritization skills. Comfortable dealing with ambiguity, and with turning ambiguity into clarity and impact. Demonstrated ability to work with humility and respect with a wide variety of partners (e.g. government, development, etc.) from a diverse range of geographies, cultures, across sectors and expertise. Excellent verbal and written communication skills, able to effectively synthesize information to reach diverse audiences, build consensus and be the voice/represent the foundation, including in internal and external meetings Ability to travel (mainly to sub-Saharan Africa) based on internal / external policies related to COVID-19. In depth knowledge of HIV treatment and prevention, preferred. Education and Experience Advanced degree in medicine, nursing, public health or public policy with 8 years of experience; or equivalent experience. #LI-CM1 Hiring Requirements As part of our standard hiring process for new employees, employment will be contingent upon successful completion of a background check.
