What are the responsibilities and job description for the Subject Matter Expert (SME) - Weapons of Mass Destruction (WMD) position at GEM Technology?
REQUIREMENTS
Personnel shall have the following Experience and Technical Qualifications:
- Active TOP SECRET clearance with the ability to obtain an SCI Clearance (with polygraph)
- Background in tactical or strategic joint military exercise planning preferred
- Ten years of professional experience to include industry and military background to analyze, assist, measure, and coordinate organizational and operational programs for the law enforcement clients.
- Bachelor’s Degree
- Extensive software skills (e.g. Microsoft Office Suite) and Internet research abilities
- Demonstrated experience in the preparation of interagency Reports exercises or real-world operations
- Strong knowledge of exercise scenario development
- Strong oral and written communication skills
- Effective interpersonal skills and ability to work independent
- Must be able to travel (CONUS/OCONUS) 2-3 weeks max (depending on assignment)
TASKS
Personnel shall perform the following tasks:
1. Develop a standardized after-action report format for the Exercise Branch and manage the process to ensure these reports are properly populated on designated exercises and real-world events.
2. Provide programmatic support to the Exercise Branch led by the FBI which will entail coordinating, documenting, tracking and disseminating interagency exercise synchronization and strategic exercise integration efforts.
3. Provide FBI support to United States government globally integrated exercises and WMDD threat mitigation teams.
4. Provide exercise administrative and logistical support to designated interagency domestic and overseas WMD exercise meetings, planning conferences, and events to ensure:
- WMDD equities are properly integrated and represented;
- Logistical requirements are covered for all WMDD personnel participating in exercise planning and exercises;
- FBI specific after-action items are properly captured in exercise final report; and
- Provide exercise scenario development support.
5. Prepare presentations for training, exercises, and meetings.
6. Provide any additional support to interagency meetings/conferences as requested.
7. Provide in-depth written after-action reports for tabletop and field training exercises involving policy application and performance evaluation, with recommended interagency corrective action. Prepare meeting/conference minutes, briefs, plans and point papers as requested.
PERIOD OF PERFORMANCE/LEVEL OF EFFORT
- The Period of Performance will be a twelve (12) month Base with four (4), twelve (12) month option years.
- The government intends to award this task order as a firm fixed price contract.
- The estimated level of effort per person is 1,912 hours a year.
- SME's are expected to work 8-hour days, Monday - Friday during normal FBI business hours 6:00am - 6:00pm.
- There may be instances when the contractor will be required to be available outside of normal business hours for operations.
Job Type: Full-time
Pay: $125,000.00 - $130,000.00 per year
