General Dynamics Information Technology (GDIT) has a future opportunity for a Program Manager experienced in supporting complex research or scientific computing and IT projects to join our Team for an upcoming Food and Drug Administration (FDA) opportunity. Our Team will support FDA in some of its most pressing programs affecting the Nation’s Public Health.  The ideal candidate will possess an advanced degree with background and experience in physical (e.g. biology, chemistry, physics) and computational sciences combined with the .ability to align scientific and technical needs with broader business goals and objectives.  In this role you will be responsible for overall program execution (technical, financial, staffing, and reporting) while providing strategic oversight and subject matter expertise to promote a culture of collaboration and continuous improvement across multiple task orders, stakeholders, and their associated teams.  The ideal candidate will have a proven record of working with diverse stakeholders often with competing requirements in developing efficient solutions to address advanced research and scientific computing initiatives.  Strong interpersonal skills are essential as are strong verbal and written communication skills.  Ideally, you should have hands-on experience with the usage of scientific technologies within a regulated environment such as FDA, HHS, NIH or CDC.

Responsibilities:

  • Manage all program and task activities including technical, cost, staffing, and performance to ensure customer satisfaction
  • Provide ongoing formal and ad hoc reporting for contract deliverables
  • Provide staff management for cross functional team including hiring, performance management, and day-to-day contract operations.
  • Provide subject matter expertise to facilitate clear definition of complex business objections and their translation into technical solutions
  • Support clear and transparent communications across diverse stakeholder groups and project teams
  • Promote collaboration across contract teams including identification of opportunities for efficiency and reuse.
  • Identify, manage, and track Risks through resolution
  • Ensure project deliverables adhere to appropriate government and regulatory compliance requirements

QUALIFICATIONS

Required Skills and Experience:

  • Masters’ Degree in Biology, Chemistry, Physics or related discipline
  • 5+ years experience supporting computational science, research computing, scientific computing, IT, bioinformatics, or comparable cross functional initiatives involving life science projects
  • 5+ years of experience in technical, scientific computing, or IT project management
  • 3+ years managing multidisciplinary teams of scientific and technical staff with varying levels of education
  • Strong organizational and time management skills
  • Self-starter
  • Strong presentation skills
  • Able to pass government background check and obtain clearance as required by the contract

Desired Skills and Experience:

  • Ph.D. in biology, chemistry, physic or related discipline
  • 5+ years working in a regulated laboratory settings
  • 5+ years experience supporting computational science, research computing, scientific computing, IT, bioinformatics, or comparable cross functional initiatives involving life science projects
  • Experience with working with or supporting research or scientific computing infrastructure including High Performance Computing (HPC), large scale storage, and virtualization
  • Experience in development and delivery of Operations and Maintenance support for scientific community
  • PMP
  • Working knowledge of federal information security and compliance requirements as they align to scientific computing needs. 
  • Federal contracting experience
