Client seeks a Project Manager IV to provide expert support in MS Project and Office 365 for the Oregon Client Laboratory Information Management System (LIMS) Replacement Project.
Scope:
The position being sought will be embedded with the Client Laboratory.
The Client within the Public Health Division of OHA provides services to prevent and control diseases, monitor vital events, and assure an effective statewide public health system. CPHP programs work closely with local and tribal governments, community partners, and the public to protect and improve the health of all people in Oregon. Special emphasis is placed on communicable diseases, including epidemiology, laboratory testing, immunization, and other community control measures. CPHP screens all newborn infants for biochemical disorders to prevent disability or death and collects and analyzes vital record data to monitor health trends. The quality of statewide public health services is assured through consultation, planning, review, and accreditation of state and local agencies.
Client Laboratory plays a critical role in Client’s response to emerging pathogens by providing timely and quality testing for populations at risk of infection and in response to outbreaks. OSPHL also supports timely screening and follow-up of infants in Oregon.
OIS seeks a Project Manager IV to provide expert support in MS Office 365 for the OSPHL Laboratory Information Management System (LIMS) Replacement Project.
The Client Laboratory Information Management System (LIMS) is currently made up of four different disparate data systems/processes, that are at least fifteen years old. There are many areas of the current LIMS systems that are inefficient for current needs, and are inadequate for future needs, as the lab modernizes its testing platforms and data systems. Current LIMS systems lack capabilities required for future operation of a public health laboratory in a modern data ecosystem. Furthermore, LIMS configuration options are not used to their full potential, primarily due to age of the system, lack of expertise outside of dedicated LIMS administrators, lack of resources (including insufficient financial support, OIS staff support, and OHA staff support) and the reality that maintaining one system has little to no impact on the other 3 systems (reduced return on investment
The ONE LIMS Project Executive Steering Committee (ESC) defined the project scope to be: Replace all four Newborn Bloodspot Screening (NBS) and Communicable Disease (CD) LIMS case and test management systems - Neometrics, Specimen Gate, Outreach, and Harvest.
For NBS, OSPHL uses two LIMS systems from different vendors (Perkin Elmer’s Specimen Gate system and Natus’ Neometrics system). Perkin Elmer Specimen Gate focuses on instrument interfaces, specimen tracking, and calculating test results, while Natus Neometrics focuses on demographics, result reporting, and follow-up. Newborn screening test results are communicated via phone call (abnormal findings), manual fax (abnormal / unsatisfactory), paper letter, and electronic portal. Currently there are no other electronic means (fax, ETOR) in place.
For CD, OSPHL uses two systems from one vendor. Orchard Outreach (formerly COPIA) handles order receipt, demographics, and reporting, and Orchard Harvest handles test results and limited instrument interfaces. Communicable disease results are communicated to providers via Electronic Test Orders and Results (ETOR), electronic portal, fax, or telephone.
Tasks:
Manage multiple complex and detailed schedules
Maintain timelines, milestones, and critical paths
Monitor and control programs to assure timely completion
Schedule and conduct stage gate review meetings with leadership
Advise on and escalate key issues that impact the schedule
Automate PPM lifecycle with workflows, develop reports and establish earned value
Ensure all resources are allocated to the appropriate tasks
Produce resource capacity reports (identify all resources that are over-allocated and under-utilized)
Devise ad hoc reports that will be needed for senior management to make informed decisions
Other Tasks:
The Project Manager position will specifically focus on developing and refining project planning and scheduling to increase efficiency and accuracy.
Project management and assistance with completing project deliverables for LIMS and Informatics projects.
Respond to requests for information from the public health director’s office or CDC about Laboratory Data Modernization initiatives.
Apply for funding opportunities to support this work.
Liaise with OIS SDD team and provide support for IT infrastructure projects.
Update planner with new projects based on input from laboratory management team.
