Job Title: MS ACCESS/VB Programmer (Consultant(s))
Location: New York, NY 10279, USA (ONSITE)
Contract Length: 1 Year (with one (1) year option to renew)
NOTE: While the term of the contract is an anticipated one (1) year, it is the Fund’s expectation that the database be delivered as soon as possible, however, within three months from project kickoff. The additional time will allow for maintenance as needed, as well as potential data conversion to the Fund’s pension administration system.
SCOPE OF WORK AND REQUIREMENTS:
• Bachelor’s or Master’s degree in Computer Science, Information Technology.
• Minimum of 5 years of advanced experience in MS ACCESS/ VB Programmer.
• Minimum of 5 years of experience with familiarity with Office 365 Suite.
• Experience with ORACLE.
• Minimum of 5 years of SQL/ PL-SQL experience.
• Familiarity with TOAD and/or PL/SQL developer.
• Minimum of 5 years of experience working in a windows environment.
• Ability to design, implement and test the required services for the Fund.
The Loan Processing Database designed by the Consultant(s) in MS ACCESS may include, but will not be limited to the following:
• Process and calculate multiple loans.
• Track loan repayments and amortization schedule.
• Maintain outstanding loan balances.
• Generate various loan reports.
• Store member identifying data and loan information.
• User interface should mirror existing loan module to the best extent possible.
• Import data from external sources (MS Excel, txt, csv) and import data through ODBC connections.
• User screens should be easy to navigate with input validations to avoid data exceptions.
• Generate export files (MS Excel, txt, csv) to be sent to the City’s central payroll management system for processing.
• Database must accommodate multiple users simultaneously.
• Log-in screen for database that has username and password ability.
• Audit tracking on all database tables (ability to identify user entered, changed, and approved the data, etc.)
• Build approval module to prepare loan data for export.
• Potential data conversion to the Fund’s pension administration system.

Deliverable 2: Implementation of Tier 3 Database
Deliverable 3: Test Environment of Tier 3 Database
At the end of the design, implementation, and testing environment phases, the selected Consultant(s) must deliver a fully functional loan processing database that has been evaluated and approved by the Fund’s project manager and is ready for use by the Fund’s business unit’s staff. The database must be free of any workarounds, defects, or deficiencies deemed by the project manager. All deliverables, including the database, shall be work-for-hire and will be retained as the intellectual property of the Fund.
