Position Summary:
Responsible for managing a safe and efficient rail operation environment.

Principal Duties & Responsibilities:

  • Direct involvement in the management of the ILA workforce to include selection, work practices, productivity and discipline consistent with company policies.
  • Work with internal departments, rail operators and customers to plan, organize, and coordinate efficient daily operating plans. Communicate planning and logistics plans with customers and internal personnel.
  • Responsible for working with rail carrier(s) to properly place and prepare train for departures. Coordinate the push and pull of the train.
  • Effectively manage and supervise container handling equipment and ensure the timely and accurate loading and discharge of trains.
  • Coordinate the appropriate yard locations of containers to maximize space and ensure productivity levels are adhered to both on the train and at the truck gate level.
  • Responsible for inspecting containers loaded on the train.
  • Make recommendations for refining practices/processes to ensure safe and cost- effective operations and ensuring accurate inventories. Promote a damage prevention program through ongoing yard inspections, education and proper reporting.
  • Promote positive working relationships between rail carriers, the trucking community, terminal departments and the ILA.
  • Maintains current and appropriate records, files, and logs concerning rail operations. Prepare reports as needed.
  • Actively, and continuously, monitor productivity of operations.
  • Conduct conference calls with Conrail, NS and those involved in the intermodal process to obtain information regarding inbound and advise of outbound trains
  • Have the ability to react to and change operational plans as necessary to protect workforce and maintain effective productivity.
  • Participate in daily operations meeting to discuss work orders for evening and next day.
  • Stay in close contact throughout the day with the Rail Designated Supervisor of Locomotive Engineers and be able to take over those responsibilities when necessary.
  • Coordinates with Rail DSLE movement of trains from and to Arlington Yard. This is done with Conrail and then communicated to the labor operating our locomotive. AY is being used for 3 different operations and proper management of inventory is a must.
  • Other duties as assigned.

Supervisory responsibilities:
  • Supervision of ILA labor in conjunction with ILA foreman.

Qualifications and Requirements:
  • Four (4) year college or Maritime schooling preferred.
  • Industry experience preferred.
  • Required to observe all safety and health requirements for container terminal environment.
  • Must be able to develop rapport with all levels of employees and external persons.
  • Successful management of multiple priorities is necessary.
  • Be able to demonstrate general management traits such as good decision making, independent judgment, motivation, delegation, leadership, problem solving, contingency planning, etc.
  • Must be able to communicate effectively (both oral and written) in English.

Experience:
Marine terminal experience a plus. GCT employees who wish to apply must have been in their current position at GCT for at least one year.

Physical Working Condition:
  • The ability to climb up and down ladders.
  • The ability to work in changing hot and cold climates based on weather conditions.
  • The ability to work in an environment that may be hazardous to persons unable to see and hear fast moving equipment.
  • Individual may be required to work outside of normal hours in addition to weekend hours.

Tools:
Microsoft office, NAVIS, general office equipment. Must possess a valid driver’s license, Pier Superintendent’s license from the Waterfront Commission and TWIC card.
