Summary:
We seek an experienced Program Manager (PM) to work with the Centers for Disease Control and Prevention (CDC) in Atlanta, GA. The successful candidate will be placed as a Goldbelt Professional Services (GPS), LLC contractor in support of the National Center for Immunization and Respiratory Disease (NCIRD) Management Support for Global Preparedness and Emergency Response Support Services contract. CDC is the nation's premier health promotion, prevention, and preparedness agency. The Program Manager will report to GPS senior leadership and be responsible for managing various projects and tasks, overseeing the execution of timely, high-quality deliverables for the client. The PM will manage and be a significant interface for a sizable contract supporting one of the CDC's largest National Centers.
Responsibilities
Essential Job Functions:
- Serves as the primary client interface on CDC programs requiring daily interactions with client representatives.
- Fosters and maintains peer-to-peer relationships with subject matter experts, partners, and other stakeholders in meeting project-based deliverables.
- Leads significant matters such as program development, program budgeting, and auditing/evaluating program impact and performance.
- Supports developing and managing work breakdown structures and earned value management metrics.
- Will provide guidance and expertise to clients on executing programmatic requirements.
- Early identification and resolution of issues related to project deliverables.
- Must operate under an emergency response's intense deadline pressures and inherent changeability.
- Assist with strategy development for best approaches to managing projects with a health equity focus.
- Provides input and support to management for hiring decisions and human resources matters.
- Will provide resource mobilization efforts for the assigned programs in consultation and collaboration with internal and external stakeholders.
- Prepares, finalizes, and submits narrative and financial reports or updates to essential program leads in partnership with internal and external stakeholders.
- Support projects that enhance public health/public safety collaborations through the identification of appropriate local partners, qualitative and quantitative data collection, and dissemination of project findings
- Keep abreast of and develop specialized knowledge of project-related datasets.
- Does serves as the contact person in the absence of team members.
- Will provides input and support to program-related contracts and agreements.
- Formulates and monitors program-related goals, objectives, operating policies, strategic plans, guidelines, governance, standards, and priorities to ensure departmental standard operating procedures.
- Perform other duties assigned by the supervisor, including flexible hours, evenings, staggered shifts, rotating schedules, holidays, weekends, and emergencies.
- Responsible for monitoring and maintaining a list of key deliverables and tracking a project workplan for the contract.
Qualifications
Necessary Skills and Knowledge:
- Outstanding communication skills are required. The position requires the ability to demonstrate diplomacy and work professionally and collegially with a highly educated, scientific customer base under pressure and in the public eye every day.
- Proficiency in Microsoft Excel, Word, and PowerPoint, with strong written and verbal communication skills.
- Demonstrated ability to work well independently, be solution-oriented, motivated, and committed to customer and company success.
- Ability to handle various constituencies, manage multiple tasks simultaneously, and thrive in a complex environment while balancing competing priorities.
- Should have excellent judgment and decision-making, with strong analytical skills, business intuition, and business acumen.
- Experience in program evaluation, including logic model development.
Minimum Qualifications:
- Bachelor's degree in a related field or equivalent experience.
- Minimum 5-10 years' experience in personnel management, HR, and recruiting.
- Professional experience in public health in a program management role or demonstrating increasing levels of responsibility and leadership.
- Experience working collaboratively with diverse stakeholders, engaging in strategic partnerships, demonstrating, and prioritizing customer service and leadership.
- Ability to obtain and maintain CDC Public Trust Clearance.
Preferred Qualifications:
- Philanthropic, nonprofit or government, or public health leadership preferred.
