Overview
GovCIO is currently hiring for a Solution Architect/ Product Owner as this role manages process and product ownership, capable of understanding of the full technical stack of product lines. This includes hands-on work within the platforms and software products as well playing a part in the strategy regarding the future of each product. The person will work closely with business stakeholders to maintain and grow the technology architecture that supports business goals. The individual will collaborate with vendors and contractors to ensure accuracy of technology projects as well as them progressing in accordance with business and technology objectives. They will execute and drive the implementation and priorities of the team, including the day-to-day feature requests, bug fixes, new products, etc. This position will be based out of Fairfax VA and will be a fully remote position.
Responsibilities
Develop technical strategy for each product, Build process flows and documentation to improve the efficiency and effectiveness of the team and the product lines. Manage the development of each product line and the integration with emerging products to deliver highly scalable solutions that solve business problems. Maintain and optimize internal technology/integration processes and improve data integrity of those processes by using a data-driven approach. The individual will anticipate and prepare for roadblocks
Responsible for the marketing and growth of product sales. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Acts as a customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
- Maintains aggressive efforts to achieve objectives.
- Prepares manpower staffing plans, including skill and labor mix, to support related contract operations. May be responsible for recruiting, interviewing, and hiring staff.
- Monitors related contract, subcontract, and funding; prepares forecasts of program financial performance.
- Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
Qualifications
Bachelor's with 8-12 years (or commensurate experience)
Clearance Required: Top Secret
Required Skills and Experience:
- Team leadership and supervision, project management, strategic planning, risk assessments, client relationships, quality/cost control, IT operations and Support Solutions.
- The individual should have over 15 years working directly in enterprise operations supporting Department of Defense and Federal customers.
- The individual should be proficient in ITIL and have experience evaluating security of systems and software.
- The individual should have knowledge of Agile practices and have supported change and configuration management of IT infrastructure.
- The individual should have direct experience in garrison and deployed locations with a distinct understanding of the technical and operational difference supporting infrastructure and applications in each.
- Product Owner Certification and or Training
- ITIL Certifications
- 8570 IAM Level III Certification
Preferred Skills and Experience: Preferred experience with multiple DOD components including time deployed overseas. Experience with Cloud environments.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

USD $185,000.00 - USD $230,000.00 /Yr.
