Overview
GovCIO is seeking a Communications Program Manager to support and report directly to a key VA leadership personnel on one of our programs supporting the Department of Veteran Affairs (VA). The ideal candidate will have experience operating and communicating effectively on programmatic, technical, and strategic efforts at an enterprise level. This position requires a proactive, forward-leaning individual that will develop internal and external communications strategies, executive-level artifacts and make recommendations with little to no direction. Additionally, the candidate will be interfacing with all levels of the organization and coordinating between multiple program offices, so communication skills that are clear, crisp, and concise are critical to success.

Responsibilities
Understand VA’s strategy and overall vision, then making connections to the existing environment and organization
Provide expert advice related to strategic communications for both internal and external stakeholders
Develop internal and external communication strategies and plans (to include but not limited to internal/external newsletters, good news stories, website and SharePoint presence, program overview briefings, etc.)
Develop and communicate executive-level presentations and status/progress reports
Develop visual depictions of quantitative information (e.g., charts, graphs, etc.)
Plan, schedule and facilitate discussions to ensure priority task items are satisfied across workstreams
Requirements
Education Requirements: Bachelor’s Degree in Business Administration, Business Management, Computer Science, Information Systems, Journalism, Marketing, Communications, or related fields.
Years of Experienced Required: 10
Must have strong communication, collaboration, and negotiation skills
Proven experience drafting internal and external communication strategies for a large project or program
Proven ability to create visual depictions of quantitative information (e.g., charts, graphs, etc.)
Must have experience and deep knowledge of VA business, functional and technical areas/disciplines and be able to conduct research on specific areas, as needed
Ability to work independently with minimal guidance and supervision
Ability to be productive and be a strong contributor with minimal guidance
Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations and executions of a large organization
