JOB SUMMARY
This position assists the Director of Finance in providing guidance in a variety of complex professional, administrative, supervisory and technical accounting and finance functions involved in maintaining the fiscal records and systems of the City; to supervise all areas of accounting and reporting including, payroll, general government, enterprise accounting, internal service fund accounting, treasury function grants administration and fiduciary fund and component.
ESSENTIAL JOB FUNCTIONS:
- Supervises the operation of the Accounting Division; assigns workloads and establishes work schedules; directs and supervises duties of assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; approving employee discipline, and recommending employee promotions, transfers, discharge and salary increases;
- Directs the City’s accounting activities;
- Prepares and/or supervises the preparation of various monthly, quarterly and annual fiscal reports, including the Comprehensive Annual Financial Report for the City;
- Coordinates with subordinates the monthly and year-end closing processes for the organization;
- Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed;
- Verifies information and reports for internal and external uses;
- Provides for the adequate training and development of department staff;
- Performs or assists subordinates with assigned duties; investigates and corrects technical errors;
- Develops and implements Accounting Department policies and procedures;
- Supervises the grants administration;
- Oversees accounts payable functions, including verifying invoices and issuing checks to pay vendors;
- Oversees accounts receivable functions, including billing and collecting payments for miscellaneous receivables;
- Assists in establishing and maintaining internal control procedures, and ensuring City compliance with recognized accounting and reporting methods;
- Assists in developing, analyzing and interpreting statistical and accounting information in the evaluation of the fiscal soundness and operating effectiveness of the City;
- Assists in directing and/or reviewing the financial aspects of various City projects to ensure compliance with established policies and procedures;
- Assists in preparing a variety of studies, reports and related information for decision-making purposes; assists in preparing periodic and special financial reports as required by the City and other agencies;
- Coordinates department activities to include the annual audit and all compliance reporting and functions with those of other City departments and outside agencies as appropriate;
- Conducts and attends various staff meetings as required; represents the City at various local, regional and national conferences and meetings; attends training, conferences and seminars as appropriate to enhance job knowledge and skills;
- Receives and responds to inquiries, concerns, complaints and requests for assistance from City personnel, elected officials and citizens regarding general municipal financial matters; presents financial information and issues to external groups as required;
- Attends meetings, training, conferences and seminars as appropriate to enhance job knowledge and skills;
- Attends City Council, department, committee and other meetings as necessary; and
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor’s degree in financial management, accounting or closely related field;
- Seven (7) years of relevant prior experience;
- Valid South Carolina Class “D” Driver’s License.
Knowledge, Skills and Abilities:
- Knowledge of algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models;
- Knowledge of personal computer equipment with skill in the use of Microsoft Office 2000 preferred, utilizing Outlook, word processing, spreadsheet and presentation software programs;
- Ability to synthesize or integrate analysis of data or information to discover facts or develop knowledge or interpretations; changes policies, procedures or methodologies based on new facts, knowledge or interpretations;
- Ability to negotiate, exchange ideas, information and opinions with others to formulate policy and programs or arrive jointly at decisions, conclusions or solutions;
- Ability to plan and direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;
- Ability to perform work involving the application of principles of logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;
- Ability to apply advanced professional-level work methods and practices in the analysis, coordination or interpretation of work of a professional, engineering, fiscal, legal, managerial or scientific nature and the ability for formulate important recommendations or make technical decisions that have an organization-wide impact. Requires sustained, intense concentration for accurate results and continuous exposure to sustained, unusual pressure;
- Ability to read journals, manuals, and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, and people in other organizations; presenting training; composing original reports, training and other written materials, using proper language, punctuation, grammar, and style;
- Ability to present excellent supervisory, organizational and interpersonal skills and be able to express ideas clearly and concisely both orally and in writing; and
- Ability to make decisions, affecting entire organization and surrounding population; works in an unstable environment with frequent and significant changes in conditions; responsible for long-range goals, planning and methodologies.
PHYSICAL DEMANDS:
The work is considered sedentary and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: hearing, mental acuity, speaking, talking, and visual acuity.
