Probationary Status: Six (6) Months
Summary:
Under general direction of the County Manager, is responsible for the day-to-day operations of the
County’s Emergency Management Operation. Manage the efforts of preparation of contingency plans, hazards, and other operations that endanger the lives and properties of the citizens of Grant County.
Coordinate and develop plans for effective deployment of resources to protect the lives and health of citizens and public and private properties from the effects of natural and man caused disasters, including acts of terrorism. Act as liaison for the federal, state, city, counties, appropriate governments and private organizations. Support fire and rescue services, public works and law enforcement efforts as necessary.
Essential Duties & Responsibilities:

- Responsible for the overall operations within the Emergency Operations Center (EOC) on a day to day basis, and during an emergency.
- Lead the EOC team to ensure coordination with County staff, local agencies, community leaders and County leadership is accomplished to synchronize efforts.
- Ensure the EOC maintains an accurate picture of current events, actions, and maintains overall situational awareness of county operations and emergency events.
- Work from prescribed policies and procedures, training and background, to ensure that all details involving the maintenance of records are adhered to with the knowledge that records may be used in the event of lawsuits and court hearings.
- Work closely with Sheriff’s Department and other law enforcement agencies in performance duties.
- Collaborate with other officials in order to prepare and analyze damage assessments following disaster or emergencies
- Conduct surveys to determine the types of emergency-related needs that will need to be addressed in disaster planning or provide technical support to others conducting such surveys.
- Consult with officials of local and area governments, schools, hospitals and other institutions in order to determine their needs and capabilities in the event of a natural disaster or other emergency
- Coordinate disaster response or crisis management activities such as ordering evacuations, opening public shelters and implements special needs plans and programs
- Design, coordinate and administer emergency/disasters preparedness training courses that teach people how to effectively respond to major emergencies and disaster.
- Develop and maintain liaisons with municipalities, county departments and similar entities in order to facilitate plan development, response effort coordination and exchanges of personnel and equipment.
- Develop and perform tests and evaluations of emergency management plans in accordance with state and federal regulations.
- Inspect facilities and equipment such as emergency management centers and communications equipment in order to determine their operations and functional capabilities in emergency situations.
- Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
- Keep informed of federal, state and local regulations affecting emergency plans and ensure that plans adhere to these regulations.
- Maintain and update all resource materials associated with emergency preparedness plans.
- Prepare emergency situations status reports that describe response and recovery efforts, needs and preliminary damage assessments.
- Prepare plans that outline operating procedures to be used in response to disaster/emergencies such as forest/grass/range fires, nuclear accidents and terrorist attacks, and in recovery from these events.
- Propose alteration of emergency response procedures based on regulatory changes, technological changes or knowledge gained from outcomes of previous emergency situations.
- Review emergency plans of individual organizations such as medical facilities in order to ensure their adequacy.
- Study emergency plans used elsewhere in order to gather information for plan development.
- Apply for federal funding for emergency management related needs; administer such grants and report on their progress. Provide communities with assistance in applying for federal funding for emergency management facilities, radiological instrumentation and other related items.
- Attend meetings, conferences and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists.
- Train local groups in the preparation of long-term plans that are compatible with federal and state plans.
- In case of emergency or crises situations (flood, wildfire, etc.) will respond and assist Emergency
Response Director, Fire and police personnel with emergency response and recovery activities.
- Maintain knowledge of current Federal, State and local rules and regulations through such means as attending seminars, reviewing professional publications, taking classes and participating in professional development activities.
- Maintain a program that is fully compliant with all applicable government standards and regulations.
- Demonstrate continuous efforts to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service.
- May be required to work irregular hours, attend job related meetings, and perform all duties with minimal supervision.
- Must be able to meet deadlines and work under pressure.
- The duties of the Emergency Manager are not limited to those set forth above. The employee will perform any and all duties as assigned by the supervisor consistent with expertise and ability.
- Applicant must disclose real or perceived conflicts of interest and must abide by the Governmental
Conduct Act (NMSA 10-16-1 (et. seq.).
Non-Essential Functions

Minimum Qualifications:
- High School diploma or equivalent recognized certificate.
- Bachelor’s degree from accredited university or ten (10) years equivalent experience in the field of
Emergency Management, military experience with working knowledge of operations center or combination of the above.
- Possess five (5) to ten (10) years of experience supervising, mentoring and/or leading staff coordinating with local and outside agencies on a day to day basis and during an emergency.
- Demonstrate the ability to successfully coordinate and communicate with department heads, elected officials, co-workers, local, county, state, and federal officials, schools, hospitals and other stakeholders.
- Must have the ability to operate a computer, its software and general office equipment
- Valid New Mexico State Driver’s License. Must have a good driving record to be insurable for liability purposes.
- Proficient in the use of MS Office and financial management software.
- Possess good organizational skills
- Possess excellent communication and interpersonal abilities.
Preferred Qualifications:
- Ability to communicate in Spanish
Professional Requirements
- Successful completion of interview by County representative(s) who will measure traits that are significant or necessary to perform the job, and demonstrate the applicant’s ability to relate ideas and answer questions relative to the job.
- Successful completion of required training, including but not limited to Cardiopulmonary
Resuscitation (CPR), and Defensive Driving within one year from date of hire.

- Emergency management/disaster mitigation, preparedness and response efforts
- Methods and techniques used in fact finding, research, analysis and interpretation of basic information, and projection of these facts into comprehensive plans, programs, training sessions, presentations, and articulating recommendations to meet future needs.
- Provide liaison between Grant County and external partners, to include: federal, state, and local based governments; non-governmental organizations and faith-based organizations to ensure operational continuity during emergencies. Experience with the National Incident Management
System and the Incident Command System.

Conditions of Employment:
- Must successfully complete a conditional post-offer of employment physical examination.

- Office & field environment. Normally works 8-5 Monday-Friday.
- On occasion, the work will be in the field and will be required to be prepared for inclement weather conditions and may be exposed to physically hazardous situations, personal danger and biohazardous materials while assisting with emergencies.
- May be required to attend out of town training and seminars.
- Skill in modern office procedures, methods, and equipment including computers, computer applications such as word processing, spreadsheets, and statistical databases.
