Job Description


The Science and Technology (S&T) Analyst reports to and receives work direction from the Project Manager. The S&T Analyst will provide support that includes the following activities.

  • Provide senior strategic analysis and policy support to the Marine Corps Training and Education Command’s, G-5, Strategy, and Plans Branch to identify, assess, and advocate for solutions that align to validated S&T gaps.
  • Support the G-5, via the S&T WG by filling these critical gaps, to implement TECOM’s long-range strategy.
  • Engage with the Marine Corps training and education community and external agencies to provide critical assessment and advocacy for potential solutions.
  • Support the G5 in facilitating a quarterly STWG meeting in Quantico Virginia.
  • Maintain the TECOM S&T Gap List and communicate these gaps to our S&T partners to ensure alignment of technology portfolios with validated S&T requirements and gaps to increase their probability of funding.
  • Collaborate with DoD and other services on gaps and emerging technologies /innovations, review and assess these solutions, and identify potential areas for joint S&T solutions.
  • As required, draft S&T-related information papers (up to two pages each) that communicate capabilities and updates to TECOM S&T stakeholders, including senior leaders.
  • Draft S&T-related decision papers for a General Staff Level audience.
  • Develop reports based on the analysis of data and technical solutions that can present these results and recommendations through spreadsheets, briefs, and graphs.
  • Attend the annual Interservice/Industry Training, Simulation, and Education Conference (I/ITSEC) in Florida to identify and learn about emerging technologies/innovations, collaborate with DoD, other services, and S&T partners, and share Marine Corps training and education S&T gaps.
  • Be available for travel to training exercises (estimated at once annually) for purposes of validating gaps or effectiveness of fielded solutions and informing information/ decision papers.
  • Prepare and submit trip reports to TECOM G-5, STWG Branch Head, and COR.

Qualifications


Education

  • Minimum education is a Bachelor’s degree or equivalent; preferably in information technology, computer technology, modeling, and simulation, or history, management, military science, political science, or equivalent area.
  • The ideal candidate would have completed intermediate-level military education and/or a Masters's degree program.

Experience

The ideal candidate would possess the following types of experience (by order of importance):

  • Two years of experience working with DoD S&T programs or policies.
  • Three years of experience in senior military or civilian equivalent staffs.
  • Three years of experience in military training and education.
  • Two years of experience in DOD modeling and simulation.

Required Knowledge, Skills, and Abilities

  • Knowledge of military doctrine, tactics, and command relationships at the battalion/regiment or MAGTF command level.
  • Familiar with the USMC Force Development System.
  • Familiar with technology transfers from research and development, to acquisition, to fielding.
  • Familiarity with Naval strategic guidance to include: Advantage at Sea-Tri-Service Maritime Strategy, Force Design 2030, Commandant’s Planning Guidance, TECOM Vision and Strategy for 21st Century Learning, Marine Corps Doctrinal Publication 1 (MCDP-1) Warfighting, and other related documents.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
  • Able to design and write clear communications and present training programs.
  • Proficient in computer applications such as Windows and MS Office.
  • Strong analytical and problem-solving skills.
  • Excellent organizational, planning, and prioritization skills.
  • Excellent interpersonal skills.
  • Ability to be a self-starter and work collaboratively with others.

Additional Information
  • Required to sit for extended periods of time and maintain focus.
  • Daily travel in the local area during the workday (including the use of a personal vehicle).
  • Required to perform work in connection with a covered contract and therefore must comply with Safer Federal Workforce standards.
  • Ability to obtain or have a security clearance
  • Requires 5-10% travel
