Summary

The Manager, Government Contracts is responsible for managing the Government Contracts team and the process and payments for all government rebates including, but not limited to: Medicaid, Medicare (Part D), and TRICARE. The Manager, Government Contracts must have the ability to respond to a high volume of work with a high level of intensity dictated by the requirement for absolute accuracy within an expedited turnaround time; this position is dynamic in nature due to the evolving legislative and legal environment; therefore, it requires an ability to respond to change and a need for constant reprioritizing to satisfy demands of rapidly changing environment.


Primary responsibilities for role:


  • Responsible for ensuring the Government Contracts team is processing TRICARE, Medicare Part D, and Medicaid rebates within mandated due dates while following corporate controls/approved guidelines and SOX regulations
  • Demonstrate strong knowledge and understanding of the laws, regulations, and policies that pertain to the organizational business unit and conforms with these laws, regulations, and policies in carrying out the accountability of the job
  • Serve as subject matter expert and primary resource person for Medicaid, Medicare, and TRICARE related reimbursement policies and issues
  • Responsible for effectively leading the Government Contracts team
  • Able to regularly initiate, champion, lead and participate as a team member on complex process improvement efforts
  • Responsible for understanding and communicating the impact of legislation and/or guidance changes to the Government Pricing Director
  • Responsible for motivating, training, and developing direct reports
  • Responsible for calculating and validating quarterly Unit Rebate Amounts (URAs) under the Medicaid Drug Rebate Program, SPAP and other government contracts
  • Responsible for analyzing the root causes for variances within a designated threshold for the federal Unit Rebate Amount (URA); create presentations for senior management and the Executive Summary including gathering all necessary signatures
  • Provide guidance and day-to-day assistance to Government Contracts members with invoice processing, payment requirements, Unit Rate per Unit calculation/changes, finance reports and other compliance issues; support the Government Pricing Director on initiatives related to these items
  • Contribute to the negotiation, analysis and administration of Medicaid Supplemental contracts including communication, as applicable, with external customers to determine contract requirements and position Grifols to respond with high quality and timely contractual information
  • Responsible for ensuring compliance with all state mandated due dates and avoiding interest penalties
  • Assist the Director with the approval of Medicaid invoice in the Model N Flex MRB system
  • Ability to work with large amounts of data is required; evaluate claims level detail to ensure product dispensing is aligned with Grifols set guidelines and dispute accordingly
  • Responsible for negotiating and resolving dispute resolutions with state personnel while ensuring accurate and efficient documentation of payments
  • Responsible for calculating and validating quarterly Unit Rebate Amounts (URAs) under the Medicaid Drug Rebate Program, SPAP and other government contracts
  • Responsible for creating and/or updating product(s) details in Master Data Management
  • Responsible for coordinating rebate payments with management, Finance, and Accounts Payable
  • Develop an array of corporate financial reports (GTNs, forecasts, budgets, accruals) as they relate to government markets; disseminate the report to the Government Pricing Director
  • Develop and maintain strong working relationships to facilitate the exchange of key information, understand and address needs, and clarify contract requirements with internal and external customers
  • Responsible for updating the Government Pricing Director with changes to state programs and drug placements
  • Assist the Government Pricing Director with projects and/or reports, as needed to ensure the department achieves its goals
  • Ability to handle multiple priorities simultaneously, with strong attention to detail, while meeting strict deadlines
  • Assist in assuring compliance with all pricing and reporting requirements for Federal and State programs and as legislated by the Centers for Medicare & Medicaid Services (CMS) and Veterans Administration (VA)
  • Responsible for system updates and approvals regarding all aspects of government contracts; ensure contracts are set up/maintenance in accordance with the executed contract
  • Responsible for the update and finalization of Standard Operating Procedures (SOPs) and work instruction documents
  • Enhance current established processes to ensure compliance as well as analyzing the impact on the Grifols business created by these changes
  • Participate in internal and external audits, when needed, and demonstrate compliance with policies, laws, and regulations
  • Assist with requirement documentation and testing for information technology system upgrades, enhancements and patches
  • Additional responsibilities/duties may be assigned to meet departmental goals


Skills/Qualifications/Education Requirements

  • Bachelor's Degree in Finance, Accounting or other relevant fields is required
  • Typically requires 8 years of experience preferably with 5 years’ experience in government contracts
  • Must have strong knowledge of state and federal rules and regulations that govern the Government Contracts area (Medicaid, Medicare, TRICARE, etc.)
  • Must have previous managerial skills
  • Must be diplomatic, persuasive and able to establish good rapport with a full spectrum of internal and external partners
  • Exhibit superior communication and influencing skills: oral, written, listening and presentation skills; demonstrated ability to teach, train and grow capability of others
  • Advanced knowledge in the Microsoft Office suite is required
  • Knowledge of Medicaid processing through Model N (f.k.a. Revitas) Flex MRB is preferred
  • Strong interpersonal skills are required
  • Knowledge of Medicaid processing is required
  • Ability to handle multiple priorities simultaneously, with strong attention to detail, while meeting strict deadlines
  • Excellent planning and time management skills
  • Solid concept of algebraic and financial formulas
  • Ability to multi-task in a fast-paced environment
  • Must be able to work independently as well as part of a collaborative team
  • Strong analytical and project management skills, including a thorough understanding of how to interpret and use data in problem solving and process improvement
  • Healthcare business acumen with a comprehensive understanding of the pharmaceutical industry


Work is performed in an office environment with exposure to electrical office equipment. Frequently sits for 6-8 hours per day. Frequent hand movement of both hands with the ability to make fast, simple, movements of the fingers, hands, and wrists. Frequently walks. Occasionally bends and twists neck. Light to moderate lifting and carrying objects with a maximum lift of 25lbs. Frequently drives to site locations and frequently travels within the United States. Able to communicate complex information and ideas so others will understand; with the ability to listen to and understand information and ideas presented through spoken words and sentences. Frequently interacts with others, relates sensitive information to diverse groups. Ability to apply abstract principles to solve complex conceptual issues.
