If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service.
Specialized experience must demonstrate experience analyzing policy issues; assisting with developing, recommending and implementing policies and procedures related to Government-wide or an agency-wide program; and assisting in the evaluation of plans and information related to program objectives.

Major duties include, but are not limited to the following:
- Reviews, evaluates and monitors the progress of regional program areas in accomplishing objectives by assessing performance, progress, program status and trends against approved objectives and program goals and schedules. Reviews and evaluates new or modified legislation, proposed regulations or agency guidance for projected impact upon the Fleet program. Develop recommendations for management for adopting new, modified or revised policies and procedures, new performance metrics or other strategies to address any issues.
- Analyzes and evaluates fleet support operations to determine actual effectiveness and efficiencies. Develops strategy and defines impact on service levels, proposes and initiates changes to FM internal processes, methods, policies, handbooks, and directives. Applies a wide range of qualitative and/or quantitative methods to assess the effectiveness and management of assigned programs, processes, projects, and systems.
- Performs needs analysis to define opportunities for new or improved business process solutions and consults with management and customers to identify specific requirements. Conducts feasibility studies and develops business cases as assigned. Identifies and develops data required for use in the management of administrative systems and programs. Uses information technology systems and procedures to develop Zonal Reports. Coordinates implementation of new or improved business process or systems solutions.
- Completes analytical studies that are of interest to the zonal / nationwide fleet program. Provides input and recommendations regarding projected operations, significant trends, recurring problems and similar management level concerns regarding the fleet programs. Develops recommendations for management for adopting new, modified or revised policies and procedures, new performance metrics or other strategies to address any issues.
- Prepares and/or conducts comprehensive briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.
Conditions of Employment
- Meet all eligibility criteria within 30 days of the closing date

- Meet time-in-grade within 30 days of the closing date, if applicable
- US Citizenship or National (Residents of American Samoa and Swains Island)
- Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non Career SES employee in the Executive Branch, you must disclose this information to the HR Office. - Serve a one year probationary period, if required.
- Undergo and pass a background investigation (Tier 2 investigation level).
