GC Energy Services is seeking a Program Manager to support our US Navy, Military Sealift Command, MARAD and US Coast Guard customers in the Norfolk, VA area. The ideal candidate will be an expert on ship systems, managing large government programs with a history of success and have the ability to perform ship checks at various locations around the world. We are also looking for an individual who has a strong desire to take personal ownership in the growth of our company.


Essential Duties and Responsibilities:
1. Develop local relationships with existing customers and potential customers.
2. Work with Business Develop personnel to prioritize opportunities, and estimate costs and bid terms on available projects.
3. Work with various Gulf Copper departments and resources to meet project / contract requirements.
4. Approve purchases / expenditures related to projects / contracts.
5. Meet margin goals for projects.
6. Monitor expenditures against revenue for projects / contracts.
7. Develop and monitor project schedules.
8. Monitor customer satisfaction during and after project.
9. Creates project work plans with input from Production Department and revises as required.
10. Identifies resources needed and enlists or assigns responsibilities to other team members.
11. Develop and disperse project budgets to Production Department and to Project Accounting group.
12. Holds and directs a pre-job meeting with project staff (Production and Accounting) to ensure understanding of scope and requirements for day-to-day management of projects.
13. Manages day-to-day operations of the project through production meetings or regular meetings dictated by customer.
14. Investigate deviances in man/hour projections and revenue projections to determine cause (change in scope, poor performance, other) to minimize exposure or recognize source of additional revenue.
15. Perform an overall job analysis with Production and Estimating Departments to review performance and establish standards for future work.
16. Follow up with customer on satisfaction with project.
Require Education & Experience:
1. Preferred Bachelor of Science/Bachelor of Engineer degree.
2. Three (3) years of experience managing large government programs with a history of successful results.
3. Expert level of understanding of NAVSEA, ABS. and USCG processes, rules and regulations.
4. Proficient with Microsoft project.
5. Ability to use technology to work and manage a large team remotely.
6. Ability to acquire to climb up and down ladders on ships and in shipyards, including standing on your feet for long periods of time.
7. Prior Shipyard Experience.
8. Demonstrated experience growing a program or developing new business.
9. PMP Certification.
10. SECRET Clearance.
11. Prior USN Chief Engineer Experience.


Working Conditions:
1. Open-air conditions such as noisy, hot, cold, as well as in an office controlled environment.
2. Some climbing (100 feet) and lifting (50 lbs.) may be involved.
3. May have to visit projects aboard ships, rigs both on and offshore as well as confined spaces. Must wear hearing, eye, head protection and proper PPE when required.
4. Visits may require standing on a variety of surfaces and at differing angles, bending over, crouching and climbing up and over obstructions such as scaffolding, ladders, and internal barge and boat structural members.
Necessary Equipment Operation:
1. Computer skills: MS Office (Outlook, Word, Excel, Power Point, etc.)
2. Office equipment, including telephone, fax machine, scanner, computer, printer, etc.


Special Skills:

  • 1. Ability to understand and administer ABS Classification guidelines, USCG and SOLAS requirements.
  • 2. Must have demonstrated ability to motivate employees and build a solid functioning team.
  • 3. Ability to think ahead and plan over a 1-2 year time span.
  • 4. Ability to organize and manage multiple priorities.
  • 5. Excellent interpersonal and communication skills.
  • 6. High performance and a strong team player.
  • 7. Ability to work under deadlines and schedule pressures.
