SUMMARY
The Director of Compliance is responsible for the administration, organization and effectiveness of the Compliance Department and performs their responsibilities in accordance with all Commission standards, policies and procedures.
The Director of Compliance provides leadership to the Compliance Department, including oversight of the budget, day-to-day operations; as well as achieving the assigned goals set forth by the Gaming Commissioners and as directed by the Executive Director. This position also performs various assignments relative to the area of casino regulation and control in order to implement, administer, and enforce the Gun Lake Tribal Gaming Commission Regulations, Tribal Internal Controls (TICS), the Gun Lake Tribal Ordinances and any other applicable rules and regulations in order to promote the safety, security and integrity of Tribal casino gaming on Gun Lake Tribal lands.
ESSENTIAL QUALIFICATIONS
- Bachelor’s Degree and five years of gaming regulatory experience
- At least one professional certification related to the regulation of Indian Gaming
- Minimum of five years of supervisory experience
- Seven years of gaming experience
DUTIES AND RESPONSIBILITIES include, but are not limited to the following:
- Oversee the operation of the Compliance Department in accordance with approved regulations, policies and procedures
- Report to the Executive Director any violations of the law, gaming regulations or Casino policies and procedures, as well as all pertinent information regarding the department
- Report to the Executive Director of violations involving gaming and departmental policies and procedures, theft and other suspected criminal activity
- Establish the department budget
- Coordinate department activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees
- Provide decisive, fair and consistent supervision while encouraging ideas and feedback
- Evaluate and verify employee performance through the review of completed work assignments and techniques
- Perform annual evaluations of all direct reports and oversee evaluation process of all department staff
- Direct and supervise the maintenance of records, preparation of reports, and compose correspondence
- Appear, when needed, as a witness in administrative or civil proceedings
- Prepare reports as requested for the Executive Director and Gaming Commissioners
- Aid other jurisdictions in gaming-related matters and cooperate with law enforcement agencies in the exchange of information as appropriate
- Maintain complete familiarity with gaming regulations, the casino’s Internal Control System, department policies and procedures and maintain a working knowledge of federal, state and local laws
- Ensure immediate action is taken on any situation which might be illegal, life threatening or otherwise dangerous
- Review all applicable completed reports for timeliness, accuracy and truthfulness
- Observe the principles of truth, accuracy and prudence without allowing personal feelings, prejudices, animosities or friendships to interfere with or influence judgments
- Work with the other TGC Directors to provide communication and cooperation between departments
- Review and, as required, approve casino policies and procedures
- Review and approve casino gaming promotions
- Assure that all required monitoring inspections of casino gaming operations are completed and oversee the written reports of findings
- Assure that all detailed and complex regulatory, administrative, and background investigations are in compliance with the regulations and statutes as they relate to gaming on GLT Lands
- Assure that gaming devices and other associated equipment in the Gun Lake Casino are properly validated and authenticated to verify that the examined devices in the field are substantially identical to the approved devices
- Oversee patron dispute investigations

Collect intelligence information regarding criminals and criminally-oriented persons, the activity of individuals engaged in organized crime and other activity relating to the gaming industry
- Interview witnesses/complainants
- Conduct covert surveillance
- Obtain information from confidential informants through appropriate recruitment
- Develop, maintain, and control said informants and other cooperating individuals
- Oversee the inspections of gaming licensee, surveillance systems, inspect various gaming devices including slot machines, cards, and dice and seize items if necessary
- Perform as a representative of the TGC pursuant to the Gun Lake Gaming Regulations with regard to, but not limited to, the movement of electronic gaming devices, receipt of shipments of gaming equipment to/from casino, destruction of chips and tokens etc.
- Receive new and updated training on a variety of topics including licensed games, cheating techniques, arbitration of disputes, investigation and interview techniques, writing and communication skills, GLT law and regulations, security and safety
OTHER SKILLS AND ABILITIES
- High level of computer literacy with spreadsheets, word processing, project management and database software (Word, Access, Excel, PowerPoint, MS Project, VISIO and other graphic software).
- Knowledge of research methods and report presentation
- Well-developed communications skills – oral, written, and listening
- Produce written documentation in the English language with clearly-organized thoughts using proper sentence construction, punctuation, and grammar

- Ability to maintain records, type reports and correspondence related to the TGC
- Ability to perform all of the functions required of a Compliance Lead and Investigator
- Knowledge in investigation and inspection techniques
SUPERVISORY RESPONSIBILITIES
The Director has supervisory duties over the Compliance Department.
- Carry out supervisory responsibilities in accordance with the Tribe’s policies and procedures
- Supervise and educate department personnel to ensure compliance with tribal policies and procedures
- Responsible for the recruitment, training, evaluation, and discipline of departmental staff
- Ensure that scheduling of personnel enables the completion of all education projects in lieu of PTO, disability/injury leave, and personal emergencies
CONDITIONS OF EMPLOYMENT
- Be a minimum of 21 years of age
- Pass a background investigation, which includes: personal history, criminal history, driving record, credit rating and employment references; and satisfy suitability standards established by the Gun Lake Tribal Government and the Tribal Gaming Commission
- Adhere to the Commission policy prohibiting an employee from gambling or playing any licensed game or gaming device within the Gun Lake Tribal Lands
- Work is essentially conducted in a standard office setting but may require travel and periodic high concentrations of noise and second-hand tobacco smoke associated with casino settings
- Ability and willingness to travel, locally and out of state, for program requirements, meetings and continuing education
- May require non-traditional work hours that vary from week to week including working evenings, weekends and holidays as required to meet position deadlines and requirements
