Manager - Global Monitoring, Evaluation, Accountability and Learning
Habitat for Humanity International (HFHI) is seeking to hire a Global MEAL Manager to lead the development and implementation of the Monitoring, Evaluation, Accountability, and Learning framework for Habitat for Humanity's Terwilliger Center for Innovation in Shelter. Habitat for Humanity's strategy calls for an expanded role in market approaches to solving the housing crisis. One of the critical elements of the strategy focuses on increasing access to housing products services and finance, which ultimately helps in improving provision of housing for low-income households. Efforts in this area include working with key stakeholders within the housing market while focusing on low-income families.

As part of the Terwilliger Center team, you will support global market systems programming to improve effectiveness and sustainability, ensure accountability to a variety of stakeholders, and grow a culture of learning and knowledge sharing. The Manager will further the mission and vision of Habitat for Humanity while contributing substantially to the Terwilliger Center's evidence base and the development of a culture of learning and accountability based on adaptive MEAL practices within the Center's housing finance, innovation and entrepreneurship, and Shelter Venture Lab teams.

The MEAL Manager will support the global Terwilliger Center team in all global MEAL-related processes, including but not limited to the analysis of systems, constraints, and root causes as well as the development of strategy and theories of change; the development of concept notes and proposals for funding; regular collection of data that will serve to evidence the processes of and results obtained from projects and programs; the systematic and regular analysis of and reflection on evidence generated by projects and programs; and the development of a culture of learning and adaptive management stemming from that evidence.

This position may be based in countries where HFHI currently operates, such as Costa Rica, Kenya, the Philippines, Slovakia, the UK and the US and requires 40% travel.

The Terwilliger Center for Innovation in Shelter works to expand low-income families' access to innovative housing products, services and financing. Since launching, the Terwilliger Center has helped over 27.8 million people access improved housing solutions; worked with over 100 financial institutions to unlock US$7.9 billion in affordable housing; and catalyzed US$64 million in new business for firms serving low-income segment.

RESPONSIBILITIES

*Contribute to the development and implementation of MEAL practices and tools for programmatic teams under the direction of the Associate Director and in collaboration with others.
*Regularly and proactively engage teams on MEAL needs at both the intervention and programmatic levels.
*Support teams with strategic planning processes, including the development of needs assessment research, the identification of constraints and root causes, and the creation of various types of theories of change.
*Develop and test valid, rigorous, and relevant data collection (monitoring) tools and processes in the face of dynamic, fast paced programmatic contexts.
*Support teams in regular reflections and learning.
*Support the development of MEAL capacities within the Center, particularly in the areas of data collection, data analysis, accountability, and reflective practice.
*Support or oversee the design, planning, and implementation of evaluations.
*Effectively synthesize and communicate monitoring and evaluation findings and other lessons learned with internal and external audiences while facilitating a culture of accountability and learning.
*Support TCIS in developing practices of accountability, including ensuring the participation of diverse stakeholders in intervention design, implementation, and assessment; avoiding extractive evidence-gathering processes; and ensuring a consideration of aspects related to transparency, safeguarding, and sustainability throughout the program and project cycle.
*Participate in relevant communities of practice and collaborate with counterparts within the Habitat network as required.
*Pursue continued capacity development on MEAL-related topics.
*Travel to program sites to provide the above-mentioned support.

REQUIREMENTS

*Master's degree, plus 5 years of related experience or a lower degree with 10 years of related experience. Related experience includes mixed methods research and evaluation approaches, including mobile data collection and remote data collection.
*Strong quantitative and/or qualitative data analysis skills and expertise and experience with statistical software packages (e.g. Stata, SAS, SPSS or R) or qualitative data analysis software (e.g., MaxQDA, NVivo or AtlasTi).
*Strong critical thinking, problem-solving, and analytical skills.
*Strong facilitating and influencing skills.
*Comfortable working with diverse, multicultural teams in various geographic areas.
*Able to build and maintain strong, collaborative relationships in a federated network.

PREFERRED

*Spanish language skills.
*Experience using innovative participatory approaches to evaluation and research.
*Knowledge of and experience with international development, market systems development, small and growing business development, and/or financial inclusion programming.
*Familiarity with the debates and publications that shape market-based development programming, particularly the DCED Standard.
*Experience providing capacity development workshops and training.
*Experience with culturally responsive approaches to evaluation.
*Experience working in and with teams from the Global South.

THE DEADLINE TO APPLY FOR THIS POSITION IS MONDAY, JANUARY 8.

The actual salary offered for this role will be based on a variety of factors, including location, internal equity and the candidate's qualifications and professional experience. HFHI offers a competitive, comprehensive benefits package that varies by country and typically includes vacation leave, sick leave, personal days, health insurance options, retirement plan contributions and life insurance.

For work locations in the US, the salary range for this position is between $66,000-$99,000 per year. The target hiring range for this position is $70,125-78,400.
