What are the responsibilities and job description for the Election Coordinator #0208 - Hamilton County Election Commission position at Hamilton County?

Under general supervision of the Chief Deputy, to recruit, train and supervise poll workers to ensure compliance with Tennessee Code Annotated (T.C.A.), Americans with Disabilities Act (ADA), Help America Vote Act (HAVA) and other applicable rules and regulations. To ensure Hamilton County serves their registered voters in compliance with all current legislative requirements by coordinating the implementation of a variety of elections codes, regulations and procedures.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the T.C.A., ADA and HAVA may include the following tasks, knowledge, skills and other characteristics. This list of task illustrative only and is not a comprehensive listing of all functions and tasks performed.

•Supervises all Officers of Elections, Voter Assistance Clerks, Machine Operators, Judges, Precinct Registrars, Assistant Precinct Registrars and Volunteers.  

•Coordinates and supervises Election Day workers and election night staff to ensure adequate and appropriate coverage. 

•Reviews, researches and analyzes state/federal election law and new legislation as it pertains to Election Day Procedures. 

•Ensures all sites are in compliance with T.C.A., ADA and HAVA Updates and oversees implementation of revisions and changes as they pertain to the Election Day Polling Place forms and instructions. 

•Ensures all sites are in compliance with T.C.A., ADA and HAVA

•Plans and conducts Poll Worker outreach programs to recruit the approximately 1500 poll workers that are needed for countywide elections.  

•Prepares handbooks and instructional materials for training programs and specialized classes for all election positions. 

•Identifies and trains Early Voting Workers and Inspectors.

•Prepares detailed poll worker matrix spreadsheets and informative reports for the Administrator and Commission.  

•Communicates with surrounding counties for research and compilation of information for and in the creation of appropriate Election Day handbooks and Poll Worker salaries.  

•Routinely contacts and maintains liaisons necessary for polling places and election workers. 

•Performs polling site surveys and coordinates usage of all 130 voting precincts in Hamilton County. 

•Assists the Administrator of Elections with the budget projections relative to poll worker staffing, training and outreach needs for all countywide and municipal elections.    

Registration

• Assists with the Registering of Hamilton County residents who wish to register to vote whether in the office or in the community at large. Assists in the Processing of voter registration forms, rejected and/or deficient letters as needed.

• Assists with monthly new registration lists and the preparation of voter registration materials.

Voter Maintenance

• Assists with the Processing of requests for name changes and change of address for accurate registration information. 

• Assists with the Deletion of voters who have moved out of the County or who have died, assists in the Voter purge and File Clean-up process. Assists is verifying petition signatures. Participates in all office projects.

• Filing as needed.

Miscellaneous Duties

• Greets and assists visitors at the front counter, provides back-up for answering phone calls and inquiries promptly and efficiently.

Assists with early voting, nursing home voting and absentee voting as needed.

Knowledge of all current laws pertaining to the election process.

Knowledge of rules, regulations and policies affecting assigned work.

Knowledge of office principles and practices.

Skill in the use of personal computers and related software.

Skill in establishing and maintaining effective working relationships.

Skill in verbal and written communication.

Ability to work varied hours and overtime during election years.

High School diploma or GED with at least five years customer service experience, two years office experience, two years supervisory experience, one year election experience and experience recruiting and coordinating volunteers. Proficient in Microsoft Word and Excel.  A valid driver’s license is required.

PHYSICAL REQUIREMENTS:

Work requires a minimum of physical effort with intermittent sitting, standing, and walking. Ability to lift and move equipment weighing up to 75 lbs. on occasion.
