JOB SUMMARY

Responsible for the protection and accounting of the University’s accounting/control services, financial reporting, budgeting, accounts payable, payroll compliance, long range planning and student accounting. Position reports directly to the Vice President for Finance & Administration, serves as a financial/accounting advisor to the President’s staff and the Deans/Assistant Deans. Responsible for functions of Controller and Student Accounts.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Serve as key advisor to President’s staff on matters pertaining to all aspects of finance.

  • Establish and maintain credibility of accounting/forecasting and provide timely, accurate flow of accounting information to all units of the University.

  • Review, evaluate and update fiscal policies and standard operating procedures on an ongoing basis.

  • Establish and implement budget guidelines and procedures.

  • Direct the efforts of key accounting units to ensure timely reporting related to budgets, student accounts billing & collections, payroll gift information, forecasting and accounting.

  • Manage accounting, payroll, grants, and other matters within generally accepted accounting principles, corporate by-laws, and government regulations.

  • Serve as key advisor to all units on budget control related to salary pools, benefits, overhead, capital expenditures, restricted funds etc.

  • Develop annual university budget.

  • Consolidate and maintain integrity for forecasting and budget process.

  • Act on behalf of the Vice President for Finance & Administration as requested.

  • Participate as a member of committees (including board committees) related to accounting and finance as needed.

  • Participate in and ensure compliance with financial audits as needed.

  • Monitor cash and debt covenants to ensure compliance working with banking institutions as required.

  • Ensure the establishment and implementation of internal financial controls.

  • All other duties as assigned, including leadership participation in HLC accreditation process, Moody’s credit review, new grants, administrative and academic program review and new program development.

REPORTING RELATIONSHIPS

This position reports to the: Vice President for Finance & Administration

This position supervises 3-5 employees.

This position does not supervise student workers.

BUDGET MANAGEMENT RESPONSIBILITIES

This position is responsible for the following budget: Oversight of the coordination of the budget process and all fund and department budgets.

Budget Range: Revenues and Expenses of approximately $80M.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND KEY COMPETENCIES

  • Knowledge of and experience in business management, with emphasis on budgeting, financial forecasting and information systems

  • Knowledge of and experience in financial audits and reporting

  • Demonstrated success in providing leadership and supervision of staff and project management

  • Effective written and verbal communication skills

  • Ability to make timely decisions on financial matters with minimal risk

  • Effective in strategic planning, budget analysis, and problem solving

  • Expertise in use of computer and financial systems software

  • Ability to multitask and meet short deadlines

  • Ability to meet deadlines

MINIMUM EDUCATION/EXPERIENCE

  • Bachelor’s degree in Finance, Accounting or Business Management

  • 8-10 years experience as a high level financial/budget manager

PREFERRED EDUCATION/EXPERIENCE

  • Masters Degree (or equivalent) in Finance; CPA

  • Financial management experience preferably in higher education or non-profit institution

  • Supervision of professional staff

REQUIRED LICENSURE/CERTIFICATION/REGISTRATION

As needed, state any/all licensing, certification or registrations required to successfully complete the essential duties of the job.

  • CPA License (Active or Inactive) Preferred

WORKING CONDITIONS / EQUIPMENT

Must be able to perform the following essential functions with or without a reasonable accommodation:

  • Must be able to work on a computer for extended periods of time.

  • Ability to work an on-call schedule.

  • Ability to travel on and off campus locations.

ADDITIONAL INFORMATION

  • This is a full time, 1.0 FTE, exempt position, 12 months a year.

  • This position may require overtime during peak seasons.

  • Occasional night and or weekend work may be required.
