The Accounting Clerk I is an entry level position responsible for performing accounting clerical work by maintaining accounting, budgetary and fiscal records through various accounting processes. This position assists in preparing various accounting reports, statements, and schedules. This position can include customer service-based cashiering and account support either in person or over the phone. The Accounting Clerk I position involves substantial personal contact with the public, co-workers, and management.
Employees in this class who demonstrate the full performance of the job in a satisfactory manner may be eligible for promotion to Accounting Clerk II.

- Supports County clients with accounting-related requests; processes requests received via telephone, electronically, mail, or in person in accordance with internal procedures.
- Maintains general books and accounts such as computerized general ledgers
- Maintains records of daily cash receipts, voucher registers, ledgers of fixed assets, inventory, plant property, and equipment
- Reviews and researches accounts to ensure the accuracy of billing/payment.
- Prepares regular and special reports, analyses, and recommendations as may be required
- Operates computer terminals for financial inquiries and transaction processing
- Prepares, analyzes, and processes data entry of accounting transactions, including processing payments and bills.
- Checks extensions, discounts, and totals on invoices.
- Maintains and controls various accounting records and systems
- Receives, identifies, and prepares data input for cash payments
- Prepares reports, invoices, and cash receipts
- Processes expenditure documents for accounts payable
- Prepares invoices for payment to vendors and for a refund of overpayments.
- May provide instructions to employees engaged in subordinate accounting clerical duties in the processing of accounts payable, accounts receivable, etc.
- May be placed in any area of Treasury including but not limited to Accounts Receivable, Accounts Payable, Revenue Collections, Water & Sewer, etc
KNOWLEDGE, SKILLS, AND ABILITIES:
- Introductory knowledge of bookkeeping, accounting theory, and practices, or cash handling methods
- Some knowledge of data processing principles and practices which apply to account and control functions
- Ability to use standard office machines, such as adding machines and computers to compile data and make arithmetic computations
- Ability to tactfully, courteously, and effectively deal with associates and the public
- Ability to handle matters of a sensitive and confidential nature
- Ability to sit for prolonged periods of time
- Possession of personal computer skills

Possession of a high school or technical school diploma or a GED certificate.

EXPERIENCE:
One (1) year of progressively responsible experience in bookkeeping, accounting, deed processing, or cash handling (teller/cashier) work, which included personal computer operations.

LICENSE:
A valid Class "C" non-commercial driver's license with no more than three (3) points may be required for some positions in this class series.

SAFETY:
Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety policies, procedures, or manual as required for this position.
Additional education in the area of business administration/public administration, finance, or economics with major coursework in accounting may be substituted for the required experience on a year-for-year basis.
