What are the responsibilities and job description for the LAW ENFORCEMENT ANALYST (GRANT/FT/BENEFITS) position at Harford County?
This incumbent will be embedded within the Harford County Sheriff's Office, Crime Suppression Unit, and will work directly in conjunction with CSU investigations.
Researches and collects data to monitor trends, patterns, and changes in society which impact the quality and delivery of service to the community i.e., population, housing, technology, operating activities, incidence of disease or crime, and calls for service; collects and compiles intelligence information to generate data for support in investigations; collects, categorizes, analyzes, prepares and disseminates information relative to actual or anticipated criminal and/or terrorist activity; performs other duties as assigned.
The employee is expected to perform or possess the following:
Bachelor’s degree in statistics, criminal justice, analytics, or related field and 3 years’ experience as a criminal analyst.Physical and Environmental Conditions:

Essential Functions:

1. Extracts, collects, collates, and analyzes crime, incident, and traffic data to disseminate intelligence products relating to criminal activity, crime trends, and patterns based on spatial analysis (dealing with geographic locations), temporal analysis (dealing with time frames), and modus operandi.
2. Monitors social media for potential criminal activity and/or threats to the community.
3. Utilizes computer programs, databases, spreadsheets, and other resources to analyze data and identify crime patterns, suspects, modus operandi, and other related descriptive information.
4. Researches and analyzes crime and disorder information gathered from various sources. Researches crime reports and related data through analytical procedures to disclose patterns, trends, and/or evidence of criminal activity including crime pattern detection, suspect-crime correlations, target-suspect profiles, and crime forecasting; prepare stats, charts and maps for patrol, investigations, and command staff.
5. Prepare a variety of reports utilizing computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to analyze and present data related to criminal activities and organized criminal groups.
6. Stay abreast of current and emerging trends, practices, procedures, and issues in policing and crime analysis. Adapt, implement, and coordinate agency functions to ensure best practices.
7. Conducts research to develop, write, and disseminate a variety of documents including: Link Charting, Event Charting, Commodity Flow Charting, Activity Charting, Financial Profiling, Frequency Charting, Data Correlation, Crime Mapping, Intelligence Bulletins, Threat Assessments, Intelligence Assessments, Crime Pattern Analysis, Demographic Trend analysis, Social Media analysis, Business Profiling, Network Analysis, Time-Event Analysis, etc.
8. Prepare oral briefings, written reports, and/or supporting and illustrative narrative and statistical material in the form of charts, tables, graphs, and maps and develop recommendations in a detailed factual format to be used by Command Staff and field supervisors in order to evaluate enforcement priorities and case development.
9. Collects and compiles information and determines reliability and validity of the intelligence information to generate data for support in investigations.
10. Responds to requests from the public on crime statistics.
11. Reviews and analyses Intelligence Bulletins and Briefs.
12. Keeps supervisor and relevant others informed of issues in a timely fashion.
13. Cultivates and maintains positive relationships with agency and other law enforcement agency staff.
14. Attends meetings and participates in various teams when needed.
15. Performs other duties as assigned

Required Knowledge, Skills, and Abilities:The employee is expected to perform or possess the following:
- Meets requirements for intelligence file creation, retention, dissemination, and purging.
- Perform statistical work, analytical research, and link analysis.
- Make mathematical calculations and draw logical conclusions.
- Proficiently perform computerized word processing, comprehension, summarizing, and writing/editing utilizing Microsoft Word, Excel, PowerPoint, Access, ArcGIS, analytic software, Crystal Reports, etc. to extract, analyze, and present findings.
- Research methods, techniques, designs, and procedures.
- Make inferences and projections from written material, statistical data, and geographic information.
- Work proactively and independently with initiative and attention to detail.
- Ability to perform quantitative analysis and research methodology while utilizing both manual and computer-aided systems to make sound policy, procedural, and crime reduction strategy recommendations.
- Knowledge of adaptation, implementation, and coordination of best practices.
- Knowledge of computer information systems design, implementation, and maintenance.
- Ability to acquire competent excellence and troubleshooting abilities in the use of departmental computer applications, GIS, word processing, open source searching, and reporting systems to assist in the collection and analysis functions.
- Ability to establish priorities and organize workload effectively and efficiently to accommodate numerous deadlines.
- Ability to establish and maintain effective working relationships with other staff; successfully communicate with other staff members, other law enforcement agencies, and members of the public; and work as a team.
- Ability to maintain a pleasant and productive working atmosphere.
- Ability to respond properly in emergency situations and complete assignments under pressure.
Bachelor’s degree in statistics, criminal justice, analytics, or related field and 3 years’ experience as a criminal analyst.Physical and Environmental Conditions:
- Work occurs in a normal office environment with acceptable lighting, temperature, and air conditions. Occasional light lifting of materials up to 20 pounds and sitting for extended periods of time viewing a computer monitor and detailed data. Requires repetitive motion in the operation of a computer.
- Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations.
