Overview
Education: Bachelor or Master of Science degree in Mechanical Engineering from an accredited university or equivalent is required.
Experience: This position requires 5 to 10 years of relevant experience in Capital Projects Execution on small and medium size projects. Must have experience in Chemical manufacturing project management or improvement.
Project Managers have full accountability to deliver business objectives for capital and/or expense projects from Front-End Loading through Detailed Design & Construction, Commissioning, Return to Operations, Startup and Project Closeout. This role will lead and execute multiple small (< $0.5M) and medium sized projects ($0.5M to 10M but mostly less than $2M).
Responsibilities
Primary responsibilities will include but are not limited to:
- The Project Manager would lead the Project Team in the use of the appropriate Core Project Delivery Process (Core PD) to implement the project.
- Ensures the Engineering Work Package is fully aligned with the Business Case / White Paper and the project Technology Implementation Plan.
- Works with Functional / block Leaders, Capital Execution Leader, and the core project team to develop the appropriate project execution strategy.
- Leads the Project Team to meet the business & project objectives and deliverables as outlined in the White Paper or Business Case, authorization documents & Gate Reviews.
- Ensures the CorePD process is followed consistent with the business needs, all required CorePD deliverables are accomplished in a quality manner and leads the pre-Gates and Gate Reviews.
- Defines and analyzes Key Performance Indicators (KPI’s) to ensure overall performance expectations for the project are met:
- Project spending/commit schedule
- Project costs versus estimate
- Engineering and Procurement milestones and gate reviews
- Construction Schedule
- Commissioning and Start-up Plan
- Provides primary interface between the Project Team and key stakeholders.
- Establishes effective communications within the Project Team to ensure alignment among business and project objectives.
- Develops a communication and review schedule with key stakeholders.
- Communicates project status, risks, deviations, and other significant project developments to the key stakeholders.
- Ensures that the asset involved is engineered and constructed to meet the mandatory and recommended requirements of EHS&S and Process Safety at start-up as well as the business requirements.
- Ensures that field construction has the appropriate level of qualified support to be completed without incident or injury.
- Partners with the Asset Owner and/or the Commissioning and Start-up Leader to ensure a seamless transition from commissioning to start-up to normal operations.
- Responsible for the development and implementation of Project Quality Plans, including auditing work processes and deliverables for compliance, and for meeting agreed upon project quality requirements and expectations.
- Leads the development of the Procurement Plan, engaging Procurement team timely to define the best approach to each project
- Ensures that all Tech Center departments are engaged in the project, such as Project Controls, Construction, Process Automation, etc.
- Ensure the Project Execution Plan is developed to all capital projects
- Ensures site personnel are engaged and preparing for commissioning and start-up of the asset constructed, including training, procedure updates, maintenance PM records updates, etc.; ensures schedules are aligned with supply chain and operations/maintenance needs, such as TARs, to determine when outages are available if necessary
- Enforces and applies when needed the Project Change Management process.
- Drives the contingency draw down management process
People Management (by influence):
- Assembles the Project Team and ensures the necessary roles and functions are represented. Manages project resources (both internal & contractors) as needed during the life of the project to meet the project objectives and execution strategy. Assesses team functional capability. Identifies and resolves expertise gaps.
- Provides leadership for an effective and cohesive team by ensuring roles and responsibilities are clearly understood, team member workloads are reasonable, cross-function communications are adequate, and personality conflicts are managed, for owner and contractor members. Engages outside consultants when needed to support the team.
Communication and Documentation:
- Provides primary interface between the Project Team and key stakeholders.
- Establishes effective communications within the Project Team to ensure alignment among business and project objectives.
- Develops a communication and review schedule with key stakeholders.
- Communicates project status, risks, deviations, and other significant project developments to the key stakeholders.
- Manages the Capital Accounting Authorization process from the formal request and approval to closure in accordance with the policies and procedures. Partners with the business finance analyst to prepare financial evaluations, asset write-offs that may occur, and ensures necessary financial reporting and accounting is performed
Qualifications
- Must exhibit strong leadership skills in diverse situations involving engineering, construction contractors, Operations and other stakeholders.
- Demonstrated ability to be a line manager for capital Project Teams and to effectively direct and influence leadership
- Interpersonal effectiveness in team environments, coupled with good written and oral communications skills
- Demonstrated track record of achieving business and project results on capital projects.
- Demonstrated Technical/ Functional Expertise which requires experience in Project Controls and Management, Engineering Design, Procurement, Construction and Contract Administration.
