SUMMARY
This PART TIME position provides assistance to veterans and their dependents in obtaining the rights and benefits provided by Federal, State and local legislation. The Veteran Services Officer acts as a liaison between the state and the veteran and his/her dependents.
ESSENTIAL FUNCTIONS
1. Assisting Veterans, and qualified dependents, in applying for federal Veteran Affairs (VA) benefits by initiating, reopening, or appealing VA claims. These benefits include, but are not limited to, VA disability,
VA wartime pension, VA survivor’s benefits, VA healthcare, VA burial benefits, and more.
2. Provide housebound / disabled Veterans assisted with local and federal resources in the convenience of his home or facility. Also assist in applying for federal housing or automobile grants such as wheelchair ramps, walk-in showers, etc.
3. Advise Veterans, and their dependents, on additional resources, outside the VA system.
4. Mandatory state and federal training to include monthly lunch and learn, quarterly in person trainings, and a yearly state fall conference.
5. Must keep strong working relationships with the local Veteran organizations around the community.
6. Prepare and maintain office budget and office inventory.

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of Federal, State and local legislation, rules or regulations relating to all veteran benefit programs and applicable court decisions.
Working knowledge of Veterans Administration claims and appeal practices and procedures.
Organizations and activities of the Veterans Administration and other veteran agencies and organizations.
Interviewing and counseling techniques.
Ability to employ discretion and maintain confidentiality.
Ability to greet visitors and colleagues in a friendly and courteous manner.
Ability to work independently and identify and solve problems.
Ability to organize and prioritize work.
Ability to establish and maintain effective working relationships with co-workers, other organizations and the general public.
Intermediate proficiency in Microsoft Word and Excel preferred.
EDUCATION AND EXPERIENCE
High school diploma or equivalent required
1 to 2 years’ experience preferred
Veterans Service Officer Training
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
National Guard Base (training building). There is no fee for this mandatory training, but the county must cover any travel or per diem fees.
WORK ENVIRONMENT/PHYSICAL DEMANDS
Prolonged periods sitting at a desk and working on a computer.
Must be able to lift up to 15 pounds at times.
EQUIPMENT USED
Commonly used office equipment such as telephones, personal computers, calculators, and copy machines.
SUPERVISION EXERCISED
This position has no supervisory responsibility.
