BRIEF POSTING DESCRIPTION:

The M SS SAFETY MAUI Department of the P SAFETY AND EMERGENCY PLANNING & PREPAREDNESS Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Manager Supervisor)

JOB FUNCTION:

Plans and manages the general health and safety of the organization, including but not limited directing and overseeing the development, maintenance and training of the safety programs within the Safety & Health Manual. Monitors and evaluates the workplace to ensure compliant with governmental regulatory agencies.

Responsible for assisting with developing, facilitating and maintaining strategic initiatives through programs for the division. Designs and directs safety training programs to reduce accident, occupational illnesses, and exposure to long-term health hazards, including developing One Company training schedules and ensuring attendance is captured in the company Learning Management System (LMS). Works with division Program Analyst to ensure Safety metrics are correct and reported in established timeline.

Facilitates required approvals, procurement, one company coordination within the Safety division and process areas. Oversees maintenance of SharePoint and SAP applications. Provides direct support to the Director, Safety & Emergency Planning and Preparedness on any division and/or process area assignments and requirements.

Responsible for his or her and team’s adherence to reporting incidents as noted in incident investigation program, including investigating, identifying, and reporting causes of incidents and developing recommendations and follow-up to prevent accident recurrences. Ensures incidents are categorized according to the Serious Incident and Fatality guidance. Oversees and conducts safety audits of facilities and work in progress to ensure compliance with safety/fire safety standards.

Serves as Safety or Assistant Safety Officer during Incident Management Team activations.

ESSENTIAL FUNCTIONS:

  • Develops, maintains, implements, enforces, and updates all safety policies, programs, procedures, guidelines, work rules, including the Safety and Health Manual, in compliance with state and federal rules and regulations including Occupational Safety and Health Administration (OSHA) and equivalent state agency (Hawaii Occupational Safety and Health (HIOSH)), and the Department of Transportation. Ensures programs are maintained; metrics developed, recorded and reported as necessary; identifies best practices and procedures for program maintenance; develops need and justification for projects supporting Division programs; program budget planning & forecasting requirements. Develops tracking mechanisms for current programs, new initiatives and projects.
  • Guides and promotes safe work performance and advises on safety compliance concerns and preventative actions. Designs and determine safety training requirements to reduce accident, occupational illnesses, and exposure to long-term health hazards, including developing One Company training schedules and ensuring attendance is captured in the company’s LMS. Develops new employee safety orientation to ensure compliance with Company safety-related policies and procedures and governmental regulatory agencies. Responsible for continuously monitoring and adapting safety procedures and operations to ensure a safe and fully compliant work environment for all employees.
  • Collaborates with other safety managers to ensure the best procedures are adhered to at all times and consistently practiced. Accountable for the performance and results of professional staffs; develops plans and priorities for team.
  • Responsible for management, performance and activities of direct reports to include setting and communicating performance standards, allocation of workload, goal setting, on-going coaching, training and development, evaluating performance, recognizing employee achievements, counseling, and initiating disciplinary action where appropriate. Develops engaging high performing team with capability to meet the Division and organizational goals/activities.
  • Oversees the administration and management of safety inspections and post-accident investigations to determine root cause, circumstances, contributing factors and recommendations, including ensuring direct reports adhere to role and responsibility in timely investigations and follow-through of corrective actions of all accidents involving employees, public, equipment, and facilities. Prepares and/or directs the preparation of accident reports, identifying possible accident causes and hazards and developing recommendations and follow-up to prevent accident recurrences. Oversees and conducts safety audits of facilities and work in progress to ensure compliance with safety/fire safety standards.
  • Prepares and maintains case files for all general public and automobile accidents. Participates in litigation activities as assigned for general public and automobile accidents.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response. Serves as Safety or Assistant Safety Officer during Incident Management Team activations.

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Operations experience, in Transmission and distribution, generation or emergency response.
  • First responder experience preferred.
  • Knowledge of electrical utility emergency response
  • Strong knowledge of federal, state and local laws, regulations and procedures as related to health and safety, including demonstrated experience in OSHA, HIOSH, DOT and EPA regulatory requirements.
  • Detailed knowledge of personal computers and standard software applications such as Microsoft Office. SharePoint, SAP and Project Management software tools is highly desirable.
  • Thorough knowledge of budgeting and forecasting systems and procedures.
  • Thorough knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
  • Thorough knowledge of Safety principles and best practices to achieve a zero-incident safety culture.

Experience Requirements

  • Multiple (5 ) years of utility or industrial safety experience, including project management, operations emergency response.
  • Several (3-5) years demonstrated supervisory experience including budgeting, workforce utilization planning, and statistical analysis.
