HDR is seeking an Environmental Planner 2 to join our Washington Environmental Sciences & Planning team. The successful candidate will assist with permitting efforts for a variety of projects, including for large, complex private and/or public infrastructure improvement projects. The ideal candidate will have permitting experience leading or assisting local agencies in the Puget Sound region and statewide, as well as state and federal agencies for a variety of project types, including water, power, transportation, solid waste, and/or industrial projects. The successful candidate will be able to work independently and collaborate with engineering, environmental, regulatory, and technical staff from local and regional offices. We are looking for a candidate that is self-directed, team oriented, client focused, and flexible.
Primary Responsibilities
In the role of Environmental Planner 2, we'll count on you to:
- Collect project-related data, which may include research, communicating with government agencies and clients, map reviews, and land use code interpretation.
- Collaborate closely with project managers to prepare, plan and analyze/review technical studies, permit applications, and similar reports/documents for local, Washington state, and Federal permitting efforts.
- Take direction from project managers and work independently to produce requested materials.
- Provide input on strategic direction of permitting efforts.
- Conduct high-quality environmental impact assessments, including assistance with preparation of State Environmental Policy Act (SEPA) Environmental Impact Statements and Checklists and National Environmental Policy Act (NEPA) Environmental Impact Statements, Environmental Assessments and Categorical Exclusions.
- Assist HDR colleagues in ensuring regulatory compliance and completing permitting requirements.
- Assist in preparation for and participation in public information meetings and hearings.
- Perform other related duties, as needed
Required Qualifications
- Bachelor's degree in Environmental Science, Policy, or Planning or closely related field.
- 5 years of related experience.
- Strong conceptual, organizational, problem-solving and research abilities.
- Demonstrated familiarity with foundational elements of planning, especially related to Federal and/or Washington state/local regulations and their applicability.
- Intermediate understanding of local, state and federal government programs and processes.
- Ability to articulate the environmental impact of planning decisions on communities.
- Understanding of the legal foundation for land use regulation and ability to apply to projects.
- Strong conceptual, organizational, problem-solving and research abilities.
- Excellent communication skills, including the ability to write competently.
- Ability to prepare clearly written and concise documents that are supported with research or technical reports.
- Ability to thrive in a fast-paced environment with changing deadlines and priorities.
- Demonstrated commitment to safety and quality, positive attitude, and commitment to being an active participant of our employee-owned culture are essential.
- Proficiency in Adobe Acrobat and Microsoft Office products (Outlook, Word, Excel, PowerPoint).
- Valid Washington State Driver's license (occasional travel may be needed for project visits or in-person meetings).
Preferred Qualifications
- American Institute of Certified Planners (AICP) certification desired
- Advanced degree is preferred.
- Local candidates preferred.

The expected compensation range for this position is $67,830.00 - $111,435.00 annually/hourly depending upon skills, experience, education and geographical location.
