Environmental, Operations and Construction (EOC) operates within HDR’s Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.
Keesler AFB is in Biloxi, MS. Biloxi is one of the oldest communities in the country, having first been settled in 1699. Today, the city is a cultural melting pot, with a year ’round schedule of celebrations, set against a backdrop of sugar-white sand beaches, great deep-sea or freshwater fishing, an array of championship golf courses, museums and historic sites, tantalizing seafood restaurants, and the excitement of 24-hour, non-stop casino resorts.
You would be helping support the mission of the 81st Training Wing (TRW) at Keesler AFB. The 81 TRW is the second largest technical training wing in the Air Force, consisting of military, Department of Defense civilians, and international students. The wing is charged with producing the technical operators the AF and the DoD need to ensure our national security. Their graduates are assigned to expeditionary air, space, and cyberspace forces all around the world, supporting both combat and non-combat missions.
The employee will work on Keesler Air Force Base supporting the 81st Civil Engineering Squadron as a Lead Military Programmer/Planner.
Primary Responsibilities
- Assist with identifying project requirements (scope) to satisfy current and future mission needs.
- Provide advice and assistance to the Engineering Flight in writing, coordinating, and processing DD Form 1391s in support of Facility Sustainment Restoration Modernization (FSRM) and Military Construction (MILCON) projects.
- Provide advice and assistance in development of the Biodiversity Conservation and Management of Protected Areas (BCAMP).
- Provide advice and assistance with documenting requirements and acquiring both the authority and resources necessary to accomplish the work.
- Provide advice and assistance with obtaining and verifying information to justify and gain Congressional funding approval.
- Provide advice and assistance in support of working with Operations and mission partners through asset management to develop requirements.
- Provide advice and assistance in support of generating documentation in pre-acquisition efforts for FSRM and MILCON projects.
- Provide advice and assistance in support of developing and submitting project lists (e.g., BCAMP, MILCON, Unspecified Minor Military Construction (UMMC), Energy Resilience and Conservation Investment Program (ERCIP), etc.).
- Other duties as needed
Required Qualifications
- Bachelor’s degree in Urban Planning or related field
- Minimum of 5 years of related experience
- Proficient with MS Office (Word/Excel/Outlook)
- Ability to work independently and as part of a team
- Strong written communication skills
- An attitude and commitment to being an active participant of our employee-owned culture is a must
Preferred Qualifications
- A general understanding of Military Construction and Facility Sustainment, Restoration and Maintenance Restoration programming
- Understanding of Air Force CE work order process; knowledge of Air Force NexGen IT.
- Familiar with AFI 32-1021, AFPD 32-10, and AFPD 32-10

Salary : $100,000 - $127,000
