Primary Responsibilities

HDR has an opportunity for an entry level Utility Planning Analyst to join our Utility Management Services (UMS) team in the Nebraska/Iowa Area. HDR’s UMS Business Class provides leadership to develop, coordinate, monitor, and improve technical services for municipal water and wastewater utility support services, particularly utility planning, asset management, finance, and operations consulting. Candidates for this position should have a passion for problem solving from a data-led perspective and have interest in data analytics and data science. Candidates will work with a team of subject matter experts to produce high quality solutions, deliverables, and insights on large utility projects by maximizing the use of data to deliver optimized solutions. In this role, we’ll count on you to work under the guidance of project managers and senior consultants to:

  • Participate in delivery of project services to meet client expectations;
  • Perform data analyses, data visualization, database management, statistical evaluations, and GIS assessments;
  • Work with project managers and client staff to perform business process assessments, conduct project research and data collection, and prepare memoranda and reports.
  • Support municipal strategic planning, financial planning, and utility rate assessment efforts;
  • Perform strategic analyses of existing and evolving state and federal environmental policies and regulations;
  • Write technical reports and present technical information to clients and stakeholders;
  • Collaborate on business class efforts with departmental operations, marketing and project management;
  • Participate in internal and external professional groups, project teams and activities to continually improve standards and best practices including presentations for professional associations;
  • Commit to quality, improvement and HDR values.

The Utility Planning Analyst will routinely work on municipal and industrial projects where regulatory drivers and aging infrastructure issues interact to drive our client’s short and long-term and capital investment decisions. Therefore, an interest in public policy and experience with state and federal regulatory frameworks is preferred. The candidate should have experience with collecting, analyzing, and interpreting data to analyze impacts of public policies and regulations. The candidate should have a desire for continuous improvement, and a willingness to learn new tools and analyses. Other specific responsibilities include supporting regulatory interactions on behalf of our clients, writing reports, presenting results at meetings and conferences, supporting marketing efforts, and coordinating with small to medium sized project teams. Excellent communication skills required, both written and interpersonal (spoken).

Qualifications


Required Qualifications

  • Bachelor’s degree in Environmental Science, Environmental Management, Engineering, Computer Science, Mathematics, Economics, or Public Administration; Master’s Degree preferred.
  • Strong technical background and experience in the above areas
  • Proven ability utilizing software tools to analyze data
  • Proficient with MS Suite (Word, Excel) and basic understanding of Power BI
  • Willingness to learn new tools and develop new skills
  • Excellent writing and communication skills
  • Ability to travel 1 to 2 days per month
  • Ability to work independently and as part of a team
