Current NYS Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator, Grade 18.

Public Candidates: Active list candidate on the Professional Career Opportunities (PCO) eligible list #26-570 with a score of 100 or higher, OR qualified 55 b/c candidate in possession of a bachelor's or higher degree.

Preferred Qualifications: The preferred candidate will have progressively increasing responsible professional work experience in the administration and operation of health programs. The preferred candidate will have strong organizational, communication, data collection and analytical skills; and experience with developing and implementing program policies. Must be able to work independently and as part of a team, and handle multiple priorities.

Duties Description

The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) offers nutrition education, breastfeeding support, referrals, and a variety of nutritious foods to low-income pregnant, breastfeeding or postpartum women, infants and children up to age five to promote and support good health. The Information Systems Management Section (ISMS) within the Bureau of Supplemental Food Programs is responsible for the management of systems related to WIC including the WIC management information system (NYWIC) and DataMart, account management for more than 2,000 users, site development for WIC Local Agencies, and WIC Food and Formula Management.
This position will be responsible for the coordination of the development, maintenance, and tracking of the NYWIC script library. This position is also responsible for coordinating, tracking, reporting, and participating in user acceptance testing (UAT) of NYWIC, and multiple associated applications and will develop and maintain policies and procedures related to the UAT process and other related topics.

The incumbent will draft written and verbal communications for WIC local agency and Department of Health regional office staff demonstrating the ability to translate technical information into plain language. Written materials may include memos, training material, PowerPoint presentations, and WIC Watch articles. Verbal communication may include technical assistance and conducting presentations. The incumbent will also interact with the Division of Nutrition, Office for Information Technology (OIT) staff and contractors, and will participate on project work groups to define business requirements and review specification documents.

Additional Comments
Full-time, permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5-10%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
