6. The Omnibus Budget Reconciliation Act of 1987 mandates that surveyors of health facilities complete a training and testing program. The US Department of Health and Human Services has developed the Surveyor Minimum Qualifications Test (SMQT) in response to this mandate. Candidates must be aware that in addition to passing this examination for employment, they must also be certified through an appropriate SMQT process to retain certain positions.
As a Pharmacy Consultant, you will review telephone and written prior approval requests from providers for Medicaid coverage of drugs, durable medical equipment, food supplements, over-the-counter and supply items, and therapeutic aids; interpret and assist with the interpretation of Medicaid payment rules, regulations and policies. You will assess the utilization of pharmacy services by Medicaid patients; dispensing patterns by pharmacy providers; the quality of pharmacy services provided and the potential for fraud and abuse. Pharmacy Consultants also participate in the health care surveillance process in the on-site evaluation of the care provided in hospitals, clinics and nursing homes as a part of a survey team and may be responsible for the facilitation of team operations.
Pharmacy Consultants provide pharmacological research and consultation on special projects relating to drugs, pharmacy and public health concerns; research and review new scheduling or rescheduling of drugs; and serve as liaison between appropriate state and federal agencies with regard to controlled substances scheduling.
Within the Elderly Pharmaceutical Insurance Coverage Program, Pharmacy Consultants assist in the development of clinical criteria, perform clinical reviews of medication histories for the Therapeutic Monitoring Program; and assist in the direction and monitoring of the contractor's pharmacy staff. Consultants interact with pharmacists, prescribers, patients, drug manufacturers, and other government programs on medications, coverage issues, and policy matters; assist in analyzing state and federal proposals for prescription drug coverage; and participate in Outreach activities to Senior and Pharmacy Groups.
