Healthcare Outcomes Performance Company is a vertically integrated musculoskeletal outcomes management company. HOPCo manages physician practices, hospital service lines, population health and value-based care programs, and musculoskeletal delivery networks.

As HOPCo continues to grow, we are looking for a Market IT Director for our Pennsylvania Market. This position is based in Philadelphia, Pennsylvania.

This leader will function as the single point of regional accountability for all IT needs, working within the guidelines and standards provided by the HOPCo Chief Technology Officer. This leader will establish a means to measure and report compliance with appropriate ITSM guidelines that include, but are not limited to system availability and performance, help desk effectiveness, capacity management, back-up disciplines, and disaster recovery testing.

This leader will oversee and ensure cybersecurity compliance, with vendor support, to ensure adherences with standards established by both HIPAA and the NIST framework. This will include, but not be limited to system and endpoint monitoring, ransomware recoverability, effective and timely onboarding/offboarding and provisioning, effective firewall management and server patching, and penetration testing/external security audits.

In conjunction with the HOPCo CTO and local clinical leadership, the Market IT Director will develop and enforce IT, cybersecurity, and data protection policies and procedures.

This leader will work with HOPCo CTO and local clinical leadership to ensure infrastructure (including cloud and on-premises solutions, phone systems, and vendor contracts) are sized and positioned for significant expansion and growth.

ESSENTIAL FUNCTIONS

  • Ensure each site in the region of responsibility is setup with the network, endpoint, telephony, and clinical technical infrastructure required to meet its unique clinical and business needs
  • Effectively manage the IT support team including recruitment, mentoring, and career development
  • Ensure all IT functions are appropriately staffed
  • Develop and execute on a help desk strategy that includes the effective deployment/use of an ITSM software solution
  • Effectively manage any service providers that oversee network, data center, and cybersecurity support functions
  • Conduct regular reviews with vendors and function as the single point of contact for them and their work
  • Manage regional IT costs within established budget
  • Manage regional projects to include software, infrastructure, telephony upgrades and migrations
  • Manage hardware refresh strategy to include an approach that refreshes all laptops and desktops every five years
  • Maintain appropriate infrastructure stability, capacity, and currency
  • Partner effectively with local and clinical staff to understand EMR, PACS, clinical site, and other requirements to ensure current and future capabilities will meet clinical and business needs
  • Establish the means for measuring and reporting on key metrics of success. Ensure measurement and reporting disciplines are followed.

EDUCATION

  • Bachelor’s Degree in Computer Science or related field is preferred. Equivalent experience will be considered.

EXPERIENCE

  • 10 years of progressive IT experience in a clinical healthcare environment.
  • 3 years of IT management experience
  • 3 years of working knowledge of help desk operations
  • Project management experience, including demonstrated experience in leading multi-site technical upgrade and migration projects
  • Systems engineering experience
  • 3 years of managing within a robust NIST and HIPAA-compliance cybersecurity environment

  • Advanced technical knowledge of networks and communication systems
  • Strong customer focus
  • Exceptional written and verbal communication skills. Ability to communicate complex technical topics effectively to executive audiences.
  • Advanced knowledge of windows operating system
  • Understanding of ITSM and key IT disciplines
  • Understanding of key HIPAA data protection and NIST cybersecurity requirements and their application in the clinical environment

  • Endpoint Management Services – Imaging, Asset Control, etc.
  • IT Security Services – Antivirus, DARE, Threat Intelligence, EDR, MDR, XDR, etc.
  • Cloud Services – SaaS (Software as a Service), PaaS (Platform as a Service), IaaS (Infrastructure as a Service)
  • ITSM Platforms – ServiceNow, Freshdesk, etc.
  • System/Device Management – Intune, SCCM, MDM, etc.
  • Infrastructure Monitoring Solutions
  • Medical Devices/Systems – Digital PACS Solutions
  • EMR/EHR Support
