Position Summary: Under the supervision of Vocational Habilitation Director, this position is responsible for providing oversight of the day-to-day operations and activities of the Shredding and Greenhouse Program Operations at assigned sites. This position directly supervises site leaders and provides direct supervision of staff, individuals served and ensures successful operations of Vocational Habilitation Services. This position Works with OOD, DODD and other agency management to establish and execute long-rage goals, strategies, plans, policies, and programs. Must be able to successfully complete all of the job functions and competencies associated with this position as well as other duties as assigned.
Essential Job Functions
Administration
- Oversees the allocation and control of resources and programs.
- Ensures all forms are updated and accurate records are maintained to be in compliance with licensing agency(ies) regulations, funding and reimbursement requirements.
- Communicates and collaborates with supervisors and managers, as appropriate, related to services and operations.
- Oversees and maintains a variety of records, logs, and reports to ensure meeting thresholds for program enrollment.
- Responsible for helping with the selection of staff, performance evaluations, employee schedules, and PTO/timecard approval.
- Ensure there is always adequate staff coverage. Arrange for coverage or fill in for absent staff. Must be able to carry an agency phone and be on call.
- Responsible for the processes to ensure the confidentiality, security, and integrity of data and that the information is maintained and protected against loss, destruction, tampering and unauthorized destruction or use.
- Ensure the health and safety of individuals served; makes sure the facilities are clean and stocked with essential items, immediately notifying the appropriate department when there is a need for materials or repairs; delegate tasks as needed.
- Ensures emergency procedures and evacuation drills are regularly conducted.
- Provide emotional and health-related services, including administering medications – when applicable, including assisting in breathing treatments, checking vitals, monitor overall health, and assisting with medical equipment.
- Ensure ISP's and Behavior Support Plans are implemented and followed by everyone. Participate in and/or attend ISP meetings for consumers and discuss making changes when needed.
Daily Operations
- Coordinates and attends needed meetings with County Board DD support administration staff and assigned service provider, guardians, and individuals served.
- Schedules and conducts tours for prospective program individuals, in lieu of Vocational Services Director.
- Plan, participate, and assist staff in providing appropriate active treatment for individuals served.
- Works with teams to establish and maintain effective community partnerships.
- Completion of data entry in electronic documentation programs and goal data sheets. Make sure they are followed and completely corrected.
- Make sure that there is always adequate staff coverage. Arrange for coverage with authorized personnel or fill as needed in for absent staff.
- Ensure presence during on floor during program operating hours; this will ensure adherence to professional standards, training expectations, and fostering staff development.
- Complete administrative tasks related to the operation of the program before and after program hours as needed.
- Ensure all forms updated (i.e., consumer contact sheets).
- Ensure monthly service and outcome documentation is complete for all individuals.
- Manage individual-centered paperwork and the upkeep of program records.
Financial
- Tracks all financial expenditures monthly through electronic monitoring system; responsible for scanning and coding receipts.
- Maintains accurate records to be compliant with licensing agency's regulations, funding and financial reimbursements.
- Responsible for the proper use of the payroll system. Accountable for accuracy of employee time and data input.
- Accountable for the accurate and timely submission of financial data to the finance department. Submits expense reports on a timely basis. Submits accurate records of billable services for billing purposes.
Human Resource Management
- Responsible for selection of supervisory level employees, employee relations issues, performance evaluations, staffing, employee schedules, and PTO/timecard approval.
- Provides direction and supervision to staff; teach acceptable work standards, identify when staff are not meeting agency standards; coach staff, provide appropriate corrective action up to and including termination.
- Provides professional development for staff and seeks opportunities to increase own knowledge base; provided effective supervision, feedback, coaching and development for staff.
- Acts as an ambassador of the agency and plays a major role in the advocacy for people with disabilities by maintaining an active involvement in the DODD and/or OOD communities.
Performs all other duties determined by agency leadership to be relevant to position responsibilities, including provision of direct care.
Requirements
- Must have a high school diploma or GED; a 4-year degree in a relevant field is preferred.
- Must have a minimum of 2 years: People Management experience and; Experience working with regulatory agency compliance and; Working directly with and for people with developmental disabilities.
- 5 Years of solid experience working as a Program Manager/Director in a DD Residential setting is preferred.
- An accomplished professional with superior communication, leadership and management skills
- Must be able to carry an Agency phone and be on-call
- Proficiency in Microsoft Office and have the ability to learn and use other software and systems and electronic devices
- Must have a valid driver’s license with less than 6 pts, and successfully pass a background check that includes a BCI and FBI criminal history check
- Must maintain current Med Pass (if applicable) and CPR/First Aid Certification; training available for CPR and Med Pass onsite
- Has the desire, ability and energy to lead in an agency that is focused on maintaining a reputation of excellence
- Must have reliable transportation and be able to travel throughout Cuyahoga, Lake and Summit County and surrounding areas (i.e., meetings, training)
Salary : $50,000 - $65,000
