Overview of HILSC
The Houston metropolitan area has one of the highest concentrations and fastest-growing populations of immigrants and refugees in the country. More than 1.6 million immigrants and 70,000 refugees call Greater Houston home and 63% of them are non-citizens; more than 500,000 Greater Houston residents are undocumented. Houston Immigration Legal Services Collaborative works at the intersection of immigrant rights and racial justice to promote immigrant inclusion, equity, and justice by working with allies through principled and value-based collaboration. It is a network of three dozen immigrant-serving legal and social services, healthcare, organizing and advocacy groups. HILSC grew out of a 2013 conversation among Greater Houston immigrant-serving organizations and funders seeking to grow immigration legal services capacity in this region. Launched to expand legal resources to help DREAMers apply for Deferred Action for Childhood Arrivals (DACA), HILSC convened working groups to identify gaps in service and incubated programs such as the Immigrant Resource Hotline, Deportation Defense Houston, Forensic Evaluations, Disaster Justice, Connect for Healthcare, and Strategic Learning to meet community needs. HILSC helps foster a public-private partnership by leveraging private resources to advocate for allocation of public funds to support immigration legal services to address unmet needs.
Job Description
The Program Coordinator is responsible for managing the operations and coordination of HILSC programs. Examples of such programs include the Immigrant Resource Hotline, the Universal Intake Pilot, Holistic Immigrant Services, and give Citizenship A Boost, and supporting the coordination of the Harris County-funded immigration legal services. The Program Coordinator will also serve as an ambassador for HILSC by liaising with HILSC partners to cultivate strong collaborative relationships in addition to facilitating the administration of HILSC’s programs. The ideal candidate is motivated, self-starting, meticulous, with good project management, interpersonal, and organizational skills. Flexibility and commitment to serving the immigrant communities in Greater Houston are key competencies.

Principal Duties and Responsibilities
Assist with program implementation by performing the following duties:
- Program implementation – assist with the implementation of the Immigrant Resource Hotline in the following ways:
- Monitor the staffing of the hotline to ensure all shifts are covered.
- Take a shift on the hotline where coordinator will conduct legal screening, provide resource information to callers, connect callers with legal and social service referrals, as needed. Trouble shoot technical issues with the phone line, the intake system, and the database.
- Conduct weekly review of hotline screening to facilitate referrals and follow-up.
- Collect and analyze data on caller demographics and issue trends, present findings to inform program design and periodic report to funder and the HILSC community.
- Liaise with HILSC partners to update organizational service capacity and staffing.
- Provides logistical support:
- Liaises with HILSC partners to assist with organizing meetings for HILSC programs and convenings, including working groups; developing meeting agenda; facilitating meetings; and creating meeting summaries for dissemination.
- Works with Social Services Coordinator to ensure consistency and continuity of programming and logistics.
Perform other duties as assigned by the Executive Director.
Required Education and Experience
- Bachelor’s degree in information systems, communications, political science, public affairs, social work, or related fields from an accredited college or university, and 6 months of job-related experience, OR 4 years of related work experience.
- Strong written and oral communication skills.
- Must be familiar with logistics of coordinating and running meetings, including conducting virtual meetings and/or events on software such as Zoom, Teams, etc.
- Outgoing and able to work well in a team setting or individually.
- Proficiency with Adobe and Microsoft Office products (Word, Excel, OneDrive, Teams).
Preferred Education and Experience
- Fluency in English and Spanish in written and oral forms.
- Experience working with immigrant and refugee community highly desirable.
- Knowledge about Canva is highly desirable.
- Familiar with database design and maintenance, data collection, and reporting.
- Prior volunteer, community, or work experience regarding immigration or detention.
- Prior experience in a nonprofit setting, particularly in roles involving data management and event coordination.
- Prior experience in legal and/or social services-oriented organizations.
COMPENSATION AND BENEFITS
- The Houston Immigration Legal Services Collaborative offers an excellent benefits package and a salary of $38,000 - $43,000, commensurate with experience and qualifications. Generous benefits include health, vision, and dental insurance; a 401(k) defined contribution retirement plan. HILSC also provides generous leave benefits inclusive of vacation, sick and holidays, including an office closure the week between Christmas and New Year’s.
