Nine years of experience as a professional firefighter, four years of which must be as a Chief Officer with command level responsibilities for emergency operations and fire service training.

The preferred candidate will have the following:
  • Fire Service leadership experience including administration of a fire training program.
  • Fire Service leadership experience in emergency response operations.
  • Administrative/executive, and/or program management experience with responsibilities for budgeting and personnel management.
  • Familiarity with both municipal fire department and volunteer service training programs.
  • Familiarity with technical rescue and hazardous material response operations.
  • Ability to function in a negotiated contractual environment.
  • Ability to effectively communicate in a variety of formats and establish collaborative and ongoing relationships with diverse stakeholders.
  • Ability to set and reset priorities and pivot as required and directed.
Duties Description
Under the direction of the State Fire Administrator, the Superintendent of the NYS Fire Academy provides management and oversight of the educational and operational programs at the Frederick L. Warder Academy of Fire Science in Montour Falls, New York. Typical tasks and activities are as follows:
  • Oversees operation of all units at the Academy including fiscal, staff development, food service and environmental and maintenance services; consults with supervisory personnel to resolve operational issues.
  • Institutes a continuing and systematic needs assessment process to determine and address needs or gaps between current and desired conditions within the academy’s training and organizational performance areas.
  • Manages Academy based training and operations, including coordination of training schedules, facilities, and resources with various OFPC program branches to ensure efficiency of operation.
  • Coordinates curriculum development for the State academy training programs; evaluates instructors, reviews and updates training curriculum.
  • Maintains knowledge of up- to- date state of the art training programs, instructional strategies and techniques related to fire and emergency responder disciplines. Recommends introduction into Academy training programs as appropriate.
  • Develops and reviews course evaluation instruments relating to exercise and course content, instructor effectiveness, general training program operation and student satisfaction.
  • Coordinates Fire Academy Capital projects and improvements to include fire apparatus replacement plans.
  • Provides Administrative oversight and coordination of the First Line Supervisor’s Training Program (FLSTP).
  • Identifies activities requiring coordinated effort between units to ensure efficiency of operations.
  • Applies for and administers grant funding for Academy based programs, including the Assistance to Firefighters Grant Program (AFG).
  • Maintains a healthy and safe environment for staff, students and visitors ensuring that proper procedures are developed, implemented.
  • Inspects facility for cleanliness, equipment condition, adherence to operational procedures and effectiveness of emergency plans. Institutes inventory control, acquisitions, and purchase program.
  • Provides assistance, guidance, and direct supervision to the academy unit supervisors; Devises and organizes workplans in conjunction with supervisory staff.
  • Represents the State Fire Administrator in a variety of meetings, conferences, panels, and committees as appropriate.
  • Evaluates proposed policies and management proposals and prepares written analysis and recommendations.
  • Reviews and approves budget and purchase requests; oversees and manages service contracts, annual budgets, purchasing and the requisition and distribution of vehicles, materials, equipment, and supplies.
  • Conducts regularly scheduled and ad hoc meetings with unit supervisors and OFPC branch officers to receive status updates, discuss problem areas, resolves conflict, and ensure effective communication between each group.
  • Develops annual budget forecasts, budget requests and revisions in coordination with academy department heads for submission to OFPC management; confers with DHSES Office of Administration and Finance on fiscal issues and Academy expenditures; oversees the maintenance of financial records to manage budget and expenditures.
  • Reviews data from all units and implements quality improvement activities, including the institution of internal control and risk assessment protocols, to improve services.
  • Investigates student complaints and ensures issues are resolved and student needs provided for.
  • Collaborates with unit supervisors to develop and accomplish short- and long-term goals and objectives.
  • Provides analysis and advice on relevant policy and program issues and participates in OFPC management level discussions and decisions impacting academy operations.
  • Conducts confidential investigations and inquiries concerning facility operations, including employee and student misconduct; conducts employee grievance hearings.
  • Compiles reports, correspondence and other documents related to academy operations for use in the overall management process and in the development of facility policies.
  • Manages all administrative and statutorily mandated functions. Confers with DHSES Office of Administration and Finance personnel on matters concerning, employee relations, recruitment, staff training, budget and finance and purchasing.
  • Communicates effectively with diverse stakeholders including community residents and government representatives and officers from multiple agencies and jurisdictions on a variety of issues.
  • Participates in DHSES’ incident command structure for emergency response.
  • Travel will be required.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

NOTE ON COVID-19 VACCINATION/WEEKLY TESTING: All State employees in Executive controlled agencies who are fully vaccinated are to provide proof of this upon hire. At this time all unvaccinated employees do not need to submit weekly testing for COVID-19. Please note the weekly testing requirement may change at any time.
