What are the responsibilities and job description for the Controller position at Hood College?
Under the general direction of the Vice President for Finance, the full-time Controller is responsible for the accounting and financial reporting operations of Hood College. The Controller develops, implements, and updates accounting policies and procedures, monitors compliance and provides support to the Senior Team, faculty, staff, and students.
Essential Duties include the following. Other duties may be assigned.
Fiscal and Accounting Operations (65%)
Manage the treasury, payroll, student accounts (receivables), accounts payable, general accounting and budgeting functions.
Assure that transactions are recorded accurately, timely, and in accordance with generally accepted accounting principles.
Assure that all general ledger accounts are reconciled monthly, quarterly, and/or annually and that all discrepancies are resolved in a timely manner.
Prepare the following account analysis and related journal entries:
o Endowment unitization and UPMIFA - annually
o Debt and capital lease roll-forward - quarterly
o Contributions receivable - quarterly
o Health insurance expense and cash account reconciliation - monthly
o Projects (temporarily restricted funds and grants) roll-forward – monthly
o Net asset releases - monthly
o Split-interest agreements roll-forward – annually
Work with the Institutional Advancement Office and the Financial Aid Office to ensure communications regarding scholarships and prizes are accurate.
Calculate monthly G-5 draw and maintain detailed reconciliation (by award and by student).
Calculate pooled endowment gifts to be transferred to investments on a quarterly basis.
Issue monthly and quarterly financial statements for distribution to management and to outside organizations as required.
Oversee preparation and on-going monitoring of operating budget, financial and cash projections.
Prepare monthly reconciliations of budgeted operating results to change in unrestricted net assets from operating activities as reported in the statement of activities, and distribute to management.
Manage financial statement, uniform guidance, 403(b), I-6 and Howard P. Rawlings Educational Excellence Award audits to assure timely completion and satisfactory outcome.
Assure accurate and timely recording and reporting of grant income and expenditures and process grant payment requests.
Tax Reporting (35%)
Prepare IRS Form 990-T, Exempt Organization Business Income Tax Return and assure submission by due date.
Prepare all supporting documentation and reconciliations required for IRS Form 990, Return of Organization Exempt from Income Tax and submit to external tax accountant for return preparation and submission.
Present draft IRS Form 990 to Audit Committee of Board of Trustees and assure that all Trustees have adequate time to review and comment prior to submission of final tax return to the IRS.
Prepare and file the EZ Audit after the Uniform Guidance audit is completed.
Submit Data Collection Form to the Federal Audit Clearing House after the Uniform Guidance audit is completed.
Prepare and file the U.S. Department of Education’s Fiscal Operations Report and Application to Participate (FISAP) form.
Prepare the annual reports to the Maryland Higher Education Commission on the Joseph A. Sellinger program.
Supply requested financial data to the Institutional Research and Assessment Office for the Integrated Postsecondary Education Data System (IPEDS) survey.
Oversee the issuance of W-2s.
Manage the processing and issuance of 1099NECs, 1099MISCs and 1099Rs.
Manage the processing and issuance of 1098-Ts.
Prepare and file the Maryland Charitable Organization Registration.
Prepare and file the Maryland Personal Property Tax return.
Prepare and file the West Virginia Annual Report.
Supervisory Responsibilities
Supervises the Director of Budget and Treasury Services, Student Account Manager, Payroll Accountant, and General Accountant.

Education and Experience
Bachelor’s degree and three to five years of related experience or an equivalent combination of education and experience.
Master’s degree in accounting or business or CPA is preferred.
Knowledge of applicable regulations and best practices, including generally accepted accounting principles, IRS regulations, Fair Labor Standards Act (FLSA), federal and state wage and hour laws.
Highly service-oriented and ability to effectively communicate with individuals at all levels of the organization.

Clear understanding and appreciation for confidentiality of financial, student, and payroll data.

Technology Skills
Proficient in MS Office tools (Microsoft Word, Excel, and PowerPoint), e-mail and Internet. Ability to learn new applications quickly including organization-wide information systems and department-specific software applications.
Language Skills
Strong oral and written communication skills. Ability to effectively provide information and positively respond to questions from both external and internal customers both in person and by phone. Ability to write routine reports and correspondence. Ability to speak effectively before groups.
Mathematical Skills
Proficient with statistical and financial concepts. Must have the ability to apply those concepts to tracking, projections, goal setting and interpreting reports. Must be able to draw conclusions from reports and make cost effective decisions regarding programs.
Reasoning Ability
Ability to solve practical problems and deal with a number of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral,
diagram, or schedule form. Ability to work independently and as a member of a group in developing and executing project plans. Ability to work in theoretical arena and apply logic as appropriate.
