Summary
The Program Manager (PM) shall be the contractor’s authorized interface with the GSA CO, GSA COR, and the Customer TPOC for the Task Order. The Program Manager shall provide overall leadership and guidance for all contractor personnel assigned to the Task Order including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall Task Order performance. The Program Manager shall also be responsible for management and oversight of all CONUS/OCONUS activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in this Task Order. The Program Manager shall provide management, direction, administration, quality control, and leadership of the execution of this Task Order. The Program Manager shall conduct meetings and provide deliverables in accordance with the Government-approved delivery schedule. The Program Manager shall establish and maintain a task management application capable of supporting a Task Order of this size, scope, and complexity
What you will do
Responsible for the cost, schedule, and technical performance on assigned program from inception through completion. Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.
The Program Manager is responsible for the overall leadership and adherence to FAA maintenance practices in accordance with the Federal Aviation Regulations, as well as DoD and USAF instructions and standards regarding Contractor Logistics Support (CLS) for CONUS and OCONUS operations.
Job priorities are heavily contingent upon activity primarily driven by rapid changes in technology, war, terrorism, natural disasters and/or threat situations and can change depending on the nature of the situation. As global dynamics shift and U.S. priorities shift, the PM must have the ability to work within a flexible environment and adapt to changing circumstances rapidly.
- Develops and monitors program plan including time and cost estimates. Ensures project outputs delivered on schedule and within funding.
- Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
- Prioritizes workload and determines staffing levels and any adjustments in staffing. Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities
- Reviews reports and briefings prepared by technical staff for quality.
- Leads technical discussions for project reviews. Prepares and delivers formal briefings.
- Ensures appropriate training delivered to program staff.
- Establishes and maintains effective relationships with customer, subcontractors and other outside agencies.
- Acts as primary customer contact for program activities. Regularly meets with and updates the customer on project status. Leads program review sessions with customer to discuss cost, schedule, and technical performance.
- Develops new business or expands business with the customer. Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Participates in negotiating contract and contract changes.
- Complies with quality assurance and security procedures in the performance of duties.
What we are looking for
8 years relevant progressive experience with Bachelors in a technical, business, operations, or similar field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
- Fifteen years of combined experience in roles giving the Program Manager a deep understanding of deployed aircraft maintenance, so that the Program Manager can readily communicate and understand the mission needs of the customer
- At least five years airline, military, or equivalent experience with 14 CFR Part 145 Repair Stations
- Possess a current certification in at least one of the following:
- Possess a current PMI-PMP or PMI PgMP certification.
- Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3.
- Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
- Possess a TS clearance with SCI eligibility
Preferred, Bonus Points for
- Experience leading large scale $300M Programs in a Leadership position
- Ten years of experience in DoD or Commercial aircraft maintenance programs
- A Master’s degree in Business Management, Leadership, or a technical field
- Three years of experience with Bombardier aircraft
- Current or previous FAA Part 65 Airframe and Powerplant (A&P) certificate
- Previous GSA program management experience highly desired
