Essential Functions
o Plans, organizes, and leads large scale and/or complex technology projects composed of cross departmental and cross functional team members, in support of project requirements, deadlines and budget constraints; provides leadership and guidance to team members.
o Works directly with departments to understand and document project business requirements.
o Ensures projects are prioritized based on business needs and delivered on-time and within budget.
o Schedules resources across multiple projects based on priorities and urgency and acquires project management resources from outside the City when justified.
o Prepares and/or reviews detailed bid specifications and Requests for Proposals, contracts, Council Communications and change orders; evaluates bids and recommends the selection of vendors; participates in selecting contract employees.
o Provides or presents periodic project status updates as well as project team and budget activities to the stakeholders.
o Provides technical information, guidance, and support to City departments, management, leadership and employees as needed.
o Collaborates and integrates with vendor implementation teams to configure or customize software and resolve technical issues.
o Conducts project assessments to ensure designed results meet the City's needs, goals and user requirements.
o Maintains a high level of current knowledge regarding systems, technology and communications.
o Performs other related duties as assigned.
Minimum Qualifications/Special Requirements/Success Factors
Bachelor's Degree in Computer Science, Information Management Systems, Project Management or related field and five years of work experience in computer systems analysis, design, programming and project management.
Special Requirements
Project Management Professional (PMP) certification is required within one (1) year of hire.
Ability to:
o Plan, organize, integrate, and manage systems installation, configuration and administrative projects
o Establish and maintain project schedules
o Identify information management issues and opportunities
o Analyze problems and alternatives and develop sound conclusions and recommendation.
o Set priorities and allocate resources to most effectively meet needs in a timely manner.
o Prepare and/or present clear, concise and accurate reports
o Communicate effectively orally and in writing with a good command of the English language
o Exercise sound independent judgment
o Establish and maintain effective working relationships with all levels of City management, employees, vendors, and others encountered in the course of the work.
o Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.
