Job Summary: We are seeking a highly experienced IT Technical Program Manager who hailed from software development, progressed to become a Technical Program Manager, and provided support for federal contracts proposal response. With the ability to obtain security clearances, you will play a crucial role in supporting our corporate headquarters by leading proposal efforts and managing technical program teams as needed, under the direction of our Sr. Technical Director. This is a hybrid position, requires personnel to work from corporate HQ at least twice a week.
Key Responsibilities:
Proposal Leadership: Lead and coordinate the development of federal contracts proposals and contribute to non-technical section writings. Efficiently manage proposal timelines, follow Shipley process, record, and track actions to closure. Be a team player, and proactively take ownership of proposal manager’s and non-technical tasks associated with proposals. Under the guidance of Sr. Technical Director, contribute to technical section writings as needed. Ensure alignment with client requirements, compliance standards, and organizational objectives.
Program Planning: Develop and maintain comprehensive program plans, including scope, goals, deliverables, timelines, and budgets.
Senior Technical Director Support: Work under the direction of the Senior Technical Director, providing critical support for proposal and program management related activities as required.
Resource Management: As needed allocate and manage resources effectively, including project teams, budgets, and third-party vendors.
Risk Management: Identify potential risks and issues and develop mitigation plans to ensure successful proposal submissions/project delivery.
Stakeholder Communication: Communicate project status, risks, and issues to stakeholders, ensuring alignment with organizational goals.
Quality Assurance: Ensure that all deliverables meet the organization's quality standards and compliance requirements.
Continuous Improvement: Identify opportunities for process improvement and drive initiatives to enhance proposal response/program management practices.
Qualifications:
Bachelor’s degree in computer science, Information Technology, or a related field.
Project management certification (PMP).
Experience in proposal management.
Strong experience managing complex IT projects or programs.
Extensive experience in software development, with a demonstrated progression into technical management roles.
Experience in Java or .Net technologies.
Experience or knowledge in cloud computing
Excellent leadership, communication, and interpersonal skills.
Ability to work in a fast-paced, and dynamic environment.
Salary : $120,000 - $160,000
