Job Description: ICF is seeking a Senior Business Analyst/Product Owner to work within a dynamic and highly innovative team environment in our Growth, Engagements, and Insights group. This position will support tasks within the software development cycle and be responsible for system data together with the business intelligence it provides.

Key Responsibilities:
- Identify and refine customer needs and program strategy
- Effectively break down the customer needs into features
- Define minimum viable products and establish success criteria for new product features
- Use of data driven or evidence-based methods to support those minimum viable product features
- Create and communicate feature solution proposals to clients and key stakeholders
- Prioritize the features and stories on the client program backlog
- Collaborate closely with a wide range of individuals on the client and Agile teams
- Meet with Agile teams to write user stories and refine team backlogs
- Own features and stories from start to completion, ensuring the delivery meets both the client and product expectations
- Perform an active role in mitigating impediments impacting successful team completion of Sprint and Program Increment goals
- Perform an active role preparing plans for Program Increment Planning meetings as part of the Scaled Agile Framework (SAFe) process
Basic Qualifications:
- Associate's Degree with 10 years of technical experience or Bachelor's degree with 8 years of experience
- 8 years of experience as a Product Owner, Business Analyst, Engineer, or Software Professional
- Employment must be compliant with eligibility for Public Trust Clearance.
Preferred Qualifications:
- Experience working with Federal Government clients
- Experience working on complex applications, especially with critical data integrity and complex workflow, e.g., financial systems
- Experience overseeing agile teams using the Scaled Agile Framework
- Experience working with general application programming and database concepts including developing/modifying SQL scripts
Professional Skills:
- Expertise working as part of a dynamic, interactive Agile team
- Strong written and verbal communication skills
- Demonstrated time management skills
- Strong organizational skills with attention to detail
- Experience communicating directly with clients and/or customers
- Experience on a software development team building modern software products

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :
$90,940.00 - $154,598.00
