Center for Advanced Energy Studies (CAES) is a consortium of Idaho National Laboratory (INL), Boise State University (BSU), Idaho State University (ISU), University of Idaho (UI), and is a public/private research center that provides innovative research, promotes energy education to enhance technical capabilities and advance energy science, and industry assistance to support economic growth. CAES is looking for a Workforce Development Specialist to manage the Talent Pipeline Management (TPM) program for Regions 5 and 6 (Eastern and Southern Idaho) to facilitate efforts to lead the TPM workforce training initiative and to ensure the program aligns with the training needs of industry and employers. Our team works a hybrid 9x80 schedule located at our Idaho Falls facilities with every other Friday off! TPM is a program initiated in 2014 by the U.S. Chamber of Commerce Foundation to address workforce development needs across the United States in emergent industries. TPM applies six step-by-step data-driven supply chain management strategies to analyze projected need, growth, and education and workforce partnerships. This methodology boasts an end-to-end framework for organizing talent pipelines to address current and future needs of employers. Here, employers serve as “end-customers” of a “talent supply chain” by determining their most critical workforce needs, communicating those needs to trusted partners, managing and improving performance, and creating a return on investment for employers. The TPM framework empowers employers to strategize in industry-led collaboratives provides strategies for regarding common workforce needs, organize and share data, and proactively engage talent-sourcing providers – including education and training institutions - to build high-performing internal and external pipelines that create shared value and measurable returns for all stakeholders. The TPM Academy trains state and local leaders, business associations, employers, and economic development agencies to drive partnerships with their education and training providers based on need. Responsibilities Include: - Using the TPM framework, establish 8-12 employer collaboratives in Regions 5 & 6. - Provide an access point to regional employers in Southeast and Eastern Idaho. Up-to-date awareness of Idaho Workforce Development programs and initiatives on a regional and local level. Strengthen connections within and between local education, employers, work-based learning activities, economic development, and workforce development efforts. Communicate resources and strategies for: the public, employers, educational partners, and private sector economic and workforce development entities. - Facilitate and convene regular meetings with collaborators to address workforce needs quickly by collaborating on employer-led talent pipeline solution intended to produce skilled workforce. Work with partners to build upskill pathways for front-line, existing workers to promote them to target jobs. Use a structured process for coordinating with the workforce development system. Report progress to collaborators. - Support the development of grants and incentives that support internal and external talent pipelines development. - Provide research and data on critical growth sectors and projected new and replacement job openings in these sectors and related skill requirements.

Qualifications:

- Bachelors Degree (or equivalent experience) in business administration or related field plus 2-5 years professional experience preferred Related experience includes, but is not limited to: - Experience facilitating discussions, negotiating, and resolving conflict among collaborators/partners - Excellent verbal and written communication skills - Experience collaborating with interest groups to find mutual purpose, compromise, and shared results at differing scales - Experience giving public presentations or with public speaking/customer engagements - Experience influencing individuals and organizations towards shared outcomes - Experience in end-to-end project management including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and methods for assessment of progress towards objectives. - Experience with qualitative and quantitative data collection and analysis. - Ability to quickly grasp organizational and workforce structures and processes of a variety of organizations. Preferred Experience/Qualifications - Experience facilitating professional development needs. - Understands importance of and has experience creating collaborations between employers, Career Technical Education, workforce, state agencies, and post-secondary education professionals. - Ability to convey a steady, confident, and deliberate demeanor with proven ability to persevere through challenges and discord to ensure the group accomplishes shared objectives. - Ability to document information to provide knowledge transfer. - Having a wide and varied existing network of numerous contacts is preferred. - Ability to develop or expand a network through “cold calls” to introduce the program and persuade individuals to participate. - Experience introducing new methodologies to organizations and individuals. - Ability to grasp program vision and quickly learn and apply program processes. - Ability to inspire decision-makers and build consensus.
