Job Summary

IEM is looking for a Full Time - Deputy Project Manager who is interested in working for a result driven company that is assisting with the delivery of a State's Broadband Program funded by BEAD and other state and federal funds.

Primary Location:

  • Several possible states in which work will occur are Arizona, Pennsylvania, Nebraska, New Hampshire, Vermont, Massachusetts, Ohio, Oregon, Washington, and Kentucky however, more states may be added.
  • To start up the project this will be a Remote and In Office role making it a Hybrid work schedule. In office days will be based on business needs and could range between 1 – 5 days a week.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Travel Requirements

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions

  • Provide overall leadership for all activities at the field level of the State's Broadband Program.
  • Ensure Project Team members understand responsibilities and expectations of the State's Broadband Program.
  • Develop and implement a process for managing field staff.
  • Establish clear lines of communication and decision-making authority.
  • Conduct regular status meetings with client and team members.
  • Identify key stakeholders and establish a mechanism for regular communication:
    • Local, state, tribal, and federal partners
    • Nongovernmental Organizations (NGO)
    • Community stakeholders
  • Develop or review communications plan for program initiatives.
  • Develop and implement a process for tracking progress and provide regular briefings on program efforts.
  • Review and evaluate reports from personnel to understand challenges.
  • Coordinate all facets of the program mission in the field with client, staff, partners and sub-contractors.
  • Support interview and onboarding of new program staff.
Minimum Qualifications

  • Bachelor's degree from an accredited university.
  • Five (5) or more years of professional level project experience with federally funded grant programs, preferably in a government or telecommunications sector.
  • An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.
  • Must have the discipline to create clear and attainable objectives and to see them through to successful completion. The project manager has full responsibility and authority to complete the assigned project.
  • Track project performance, specifically to analyze the successful completion of short- and long-term goals.
  • Experience with process improvement and inventory control.
  • Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness.

Preferred Qualifications

  • Professional Registration or Certification including Project Management Professional, CPA, Certified Grants Management Specialist, or other relevant credentials.
  • Experience with Broadband programs or similar programs/projects
  • Knowledge of Broadband/Telecommunications and broadband related subject.
  • Knowledge of Broadband/Telecommunications legislation with the ability to research, organize and write reports, conduct analysis, prepare/conduct briefings and provide training to support recovery process.
  • Broadband/Telecommunication Engineering, Construction, or other Infrastructure (utilities) construction
  • Knowledge of other federal grant programs such as Treasury ARPA, CARES Act and CDBG Grants.
