Position Overview
DoIT/DHS is looking for an individual to provide project management skills to DHS Divisions and business units. This would include managing medium to large DHS Projects. Work with business analysts, project sponsors, stakeholders and SMEs in the execution of project management processes including: development of business requirements, project plans, tasks schedules, risk and issues management plans and procurement and governance documentation. Individual would provide guidance to project stakeholders and subject matter experts (SMEs). Manage DoIT-DHS governance processes and manage project scope.
Job Responsibilities
1. Under general direction, provides project management support; serves as a resource in the development of project plans and project schedules by utilizing project management and business analysis techniques; performs project and program management control functions for assigned DHS IT projects and programs in assigned Divisions; reviews and analyzes status reports, project plans and operational project performance metrics for feasibility, compliance and performance; identifies, designs, recommends, and implements modifications to project plans to ensure project resources are effectively and efficiently utilized and efforts are in alignment with project deliverables
2. Working with DHS Divisions, assists with development of select initial project documentation including; high-level state and federal documents such as Information Advanced Planning Documents (IAPD), Advanced Planning Documents Update (APDU), and Feasibility Studies. In cooperation with other areas of DHS/DoIT and other program and operations areas, develops Procurement Documents (Request for Purchase, Request for Information, Invitation for Bids, etc.).
3. Translates and summarizes highly technical complex concepts and tasks included in project charters into understandable terms; performs risk assessment and management; creates and tracks weekly status reports, project issue logs, action items and project contact lists; reviews and evaluates the progress of projects, updates action items to ensure the goals of Leadership are being carried out; provides State contract administration and vendor management support to enforce adherence to project scope, budget, timeline, quality and deliverables; implements and evaluates standardized policies and procedures as identified by EPMO management; assists in the development and implementation of new and revised policies.
4. Serves as DHS/DoIT. liaison to the Department of Innovation and Technology (DoIT) Portfolio and Program Management (PPM) Office on DHS business strategy and priorities.
5. Manages SME and stakeholder engagement.
Minimum Qualifications
Requires knowledge, skill and mental development equivalent to completion of four (4) years college, with significant course work in Management of Information Systems and/or Computer Science.
Requires training and experience in both waterfall and agile project management processes.
Requires three (3) years professional experience with the following: Project Management disciplines including: Project/Portfolio Management, Business/Process Analysis, Work/Resource Management, Service Management Software Development Life Cycle Methodologies, Scope/Constraint Management, Quality Management, Scope Management, Procurement Management, Cost Management, Time Management, Communications Management, Risk Management, Integration Management, and IT Governance working in an organization with small, medium and large IT projects.
Preferred Qualifications
Prefers project management (PMP) certification or equivalent.
