Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Accountant for Random Moment Survey Administration. Under general supervision, this position will analyze and maintain the Departments Random Moment Survey (RMS) accounting and reporting system. The position will utilize payroll records and/other sources to update the RMS accounting and reporting system and will query caseworkers via telephone regarding their activity at a randomly, statistically selected point in time. This position will also prepare quarterly financial reports summarizing RMS activity and utilize the eligibility rates to calculate percentages to be used in the Title IV-E claim preparation. Job Responsibilities
1. Serves as Accountant for Random Moment Survey Administration, analyzes and maintains the Departments Random Moment Survey (RMS) accounting and reporting system, utilizes payroll records and/or other sources to update the RMS accounting and reporting system, queries caseworkers via telephone, regarding their activity at a randomly, statistically selected point in time, analyzes, codes and records results of RMS queries into the RMS accounting and reporting system
2. Prepares quarterly financial reports summarizing the RMS activity for the quarter and utilizes the eligibility rates to calculate percentages by activity to be used in the Title IV-E claim preparation
3. Receives quarterly reports from the Department of Innovation and Technology
4. Serves as back up for other accounting functions within the same classification which are performed in Federal Reporting and Grants Unit, including but not limited to reconciliations, maintaining ledgers, and other accounting functions as assigned by supervisor
5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting OR four years of technical accounting experience.
Preferred Qualifications
1. 2 years of experience in an office setting applying elementary knowledge of professional accounting and auditing theory, principles, methods, and procedures
2. 2 years of experience in an office setting applying elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures
3. 2 years of experience in an office setting performing detailed work involving the application of accounting theory to routine accounting or auditing problems
4. 2 years of experience in an office setting evaluating accounting problems of moderate difficulty and analyzing and interpreting less complex accounting records and reports
5. 2 years of experience in an office setting performing detailed work involving written or numerical data and making mathematical calculations rapidly and accurately
