Position Overview
The Bureau of Air/Air Pollution Control is seeking a qualified individual to serve as an Executive 2 located in Des Plaines, IL. The selected candidate will possess communication skills, be willing to use innovative ways to guide VIM to meet the present and future demands on the section. The individual in this position will frequently represent the Illinois Environmental Protection Agency (IEPA) and Bureau of Air/Air Pollution Control at various levels explaining policies to state, federal and local governments, industry, contractors, public interest groups, member of the public and other stakeholders. This individual should also possess the knowledge and experience to develop policies, standards and procedural guidelines for the State of Illinois. We invite all qualified candidates to apply.
Job Responsibilities
30% 1. Confers with the Bureau of Air/Air Pollution Control, Vehicle Inspection and Maintenance (VIM) Section Manager in all facets related to Testing Contractor services.
- Oversees emissions testing contractor implementation of vehicle emissions testing program
- Participates and assists in evaluating and overseeing implementation and operation plans and schedules
- Develops, performs and oversees Agency acceptance testing and oversees contractor acceptance testing of contractor managed test systems and services
- Participates and assists in developing and overseeing contractor managed training and certification programs
- Travel in performance of duties
30% 2. Participates in all facets of VIM compliance audit processes;
- Assists in developing overt and covert auditing processes
- Conducts complex reviews and audits to ensure compliance with the emissions testing contract and federal requirements for the VIM program
- Responds to inquiries from Agency and contractor staff, Illinois Secretary of State and other state agencies, US EPA, motorists and the general public concerning operations of the emissions testing program
- Reviews and processes emissions test grievances and damage claim petitions

20% 3. Performs complex and specialized supportive functions to the Agency’s state-wide Vehicle Inspection & Maintenance (VIM) Program and its design;
- Organizes, plans, executes, controls and evaluates the design and development of the VIM program
- Develops procurement requests, reviews and evaluates contractor proposals, and assists in the contract process
- Assists in policy, rulemaking and legislative development of VIM program
- Conducts outreach activities on behalf of the VIM program
- Evaluates and develops studies for program effectiveness, costs, test procedures and standards
- Utilizes computer programs, databases, spreadsheets to track, correspond, and report findings
15% 4. Confers with VIM Section Manager with new and existing program initiatives;
- Develops and evaluates new and existing program initiatives and pilot studies
- Evaluates program effectiveness, costs, emission test procedures and standards
- Monitors, compiles, analyzes, and reports programs findings
05% 5. Perform other duties, assignments, and projects as required or assigned, which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
2. Requires two years of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program
Specialized Skills
Of the two years of required experience; requires two years of experience in vehicle emissions testing program design and implementation; designing and overseeing vehicle emissions testing program training and auditing; developing and overseeing acceptance testing in vehicle emissions testing programs; development or evaluation of contractor proposals for vehicle emissions testing programs
Preferred Quailification (In Order of Significance)
1. Prefers at least two (2) years of experience designing and implementing vehicle emission testing programs
2. Prefers at least (2) two years of experience in designing and overseeing training and auditing in vehicle emissions testing programs.
3. Prefers at least (2) two years of experience in designing and overseeing acceptance testing in vehicle emissions testing programs.
4. Prefers at least two (2) years of experience in development or evaluation of contractor proposals for vehicle emissions testing programs
5. Prefers at least two (2) years of experience interpreting and applying vehicle emissions testing program rules, standards and procedures.
6. Prefers ability to deal with the general public in stressful situations using good listening and verbal communication skills.
7. Prefers ability to manage several projects simultaneously
