Position Overview
Under direction, serves as a functional GATA liaison for the Division of Substance Use Prevention and Recovery (SUPR). Implements policy for GATA compliance and implementation and related administrative grant rules for an assigned geographical location. During the Pre-Award phase of grant making, assists SUPR program staff with the development of Notices of Funding Opportunities (NOFOs), with the interpretation of the fiscal, administrative, and programmatic risk posed by a grantee and the corresponding specific conditions, compliance with the merit-based review process and appeals, and with pre-qualifying grantees to receive grant funds. Collaborates with the Governor’s Office of Management and Budget (GOMB) and GATA in the coordination and provision of assistance to grantees in connection with registration in the statewide grant portal. Provide technical assistance on completion of quarterly required reporting by GATA/GOMB. Conducts internal and external onsite quality assurance fiscal reviews to ensure compliance with GATA/GOMB. Confers with management to discuss and recommend enhancements and/or procedural changes that would continue to effectively improve accountability and transparency while reducing redundant administrative burdens.
Job Responsibilities
- Serves as a functional GATA liaison for the Division of Substance Use Prevention and Recovery (SUPR).
- Serves as a liaison with internal and external leaders.
- Provide technical assistance on completion of quarterly required reporting by GATA/GOMB.
- Conducts internal and external onsite quality assurance fiscal reviews to ensure compliance with GATA/GOMB.
- Confers with management to discuss and recommend enhancements and/or procedural changes that would continue to effectively improve accountability and transparency while reducing redundant administrative burdens.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, OR completion of an agency approved professional management training program.
Specialized Skills
- Of the one (1) year of administrative experience, requires one (1) year of experience working with 2 CFR 200 & 30 ILCS 708 Grants Accountability and Transparency Act; 30 ILCS 705 Grants Recovery Act, and 44 Illinois Admin Code 7000 GOVERNMENTAL CONTRACTS, GRANTMAKING, PROCUREMENT AND PROPERTY MANAGEMENT, SUBTITLE F: GRANTMAKING; fiscal internal controls, indirect cost rate proposals, grant monitoring report analysis (PPR & PFR), website design, data management, and a grant making system such as CSA System, CSFA, State of Illinois Indirect Cost Rate Proposal System (CARS), and Remedy.
Preferred Qualifications
- One (1) year experience working with 2 CFR 200 & 30 ILCS 708 GRANTS ACCOUNTABILITY AND TRANSPARENCY ACT; 30 ILCS 705 GRANTS RECOVERY ACT, and 44 Illinois Admin Code 7000 GOVERNMENTAL CONTRACTS, GRANTMAKING, PROCUREMENT AND PROPERTY MANAGEMENT, SUBTITLE F: GRANTMAKING; fiscal internal controls, indirect cost rate proposals, grant monitoring report analysis (PPR & PFR), website design, data management, and a grant making system such as CSA System, CSFA, State of Illinois Indirect Cost Rate Proposal System (CARS), and Remedy.
- A master’s degree in accounting, business or public administration.
- One (1) year of professional experience speaking with and presenting ideas and concepts to large audiences and senior leaders/managers and grantees.
- One (1) year of professional accounting, business, or public administration experience preparing special reports, and using various data analysis techniques to create, collect and adapt data to process reports and contracting documents.
- One (1) year of professional experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
- One (1) years of professional experience analyzing administrative problems and adopting an effective course of action.
