Position Marketing Statement: The Illinois Emergency Management Agency is seeking a Human Resources Specialist to serve on the Hiring team in the Human Resources Office. This position is responsible for administering the end to end hiring process for the State of Illinois in order to fill vacancies throughout the agency. The ideal candidate for this position must be highly organized and must be able to adapt to changes in a fast paced and collaborative work environment. The candidate must also possess the ability to work efficiently while balancing and prioritizing multiple objectives. Job Responsibilities
- Serves as a hiring specialist for IEMA, organizes, plans, and controls the operation of the hiring processes for IEMA.
- Receives, reviews, approves/disapproves hiring paperwork:
- Travels and serves as Statewide interviewer.
- Interprets bargaining unit rules, personnel rules and agency regulations to analyze requests to determine type of hire including new hires, promotions, bargaining unit hires and promotions, job assignments, upward mobility, etc.
- Prepares confidential reports, spreadsheets and correspondence involving staffing plans, and employee candidate information including confidential salary information.
- Conducts special projects and studies regarding hiring and transactions.
- Performs liaison functions with CMS staff and IEMA staff as it pertains to the process of filling vacancies and the procedures utilized in the interview and selection process and the transaction process.
- Travels to perform recruitment activities as required including attending recruitment fairs on behalf of the agency.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires two (2) years of professional experience in human resources.
Specialized Skills
- Two (2) years of professional human resources experience working with the State of Illinois hiring process.
Preferred Qualifications
- Two (2) years of professional human resources experience working with hiring processes such as those utilized by the State of Illinois, or other state or federal government entities.
- Two (2) years of professional experience in hiring/recruitment for state, local, or federal government entities.
- Two (2) years of experience conducting job interviews.
- Two (2) years of experience providing interpretation of human resources related policies and procedures such as those outlined in the Personnel Code, Personnel Rules, bargaining unit contracts, class specifications and/or position classification guidelines.
- One (1) year of experience drafting human resources related correspondence to a variety of individuals ensuring clarity of information provided.
- One (1) year of experience utilizing Microsoft Offices Suite including Outlook, Word, Visio, and Excel.
- One (1) year of experience utilizing SharePoint and Microsoft Teams.
Conditions of Employment
- Requires a criminal history background check through Illinois State Police.
- Requires the ability to work from the office on a regular basis.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends
- Requires ability to use agency suppled equipment such as laptop, personal computer, work cell phone, etc.
