Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to serve as Informatics Lead technician who conducts studies involving large scale technical research and administrative analysis of communicable diseases and other core public health core functions in order to analyze administrative and agency functions for the development of standard operating procedures (SOP), informatics solutions and related materials.
Job Responsibilities
1. Develops standardized operating procedures and forms for the Division of Infectious Diseases for statewide application and installation.
- Works with subject matter experts in the Communicable Diseases, Tuberculosis, HIV/AIDS and STD Sections to develop informatics solutions including written operating procedures.
- Conducts necessary research to assist subject matter experts with the development of the background and need for informatics solutions, based on operating procedures’ workflow.
- Works with supervisor and other Section Chiefs to determine what workflows for disease surveillance and other public health programs need revised.
2. Assigns and instructs subject matter experts in the review and testing of new informatics solutions and documentation.
- Establishes and maintains project timelines for completion of new tasks.
- Communicates with supervisor and Section Chiefs when problems arise and propose solutions.
- Coordinates and supervises staff meetings regarding the analysis, documentation, testing, deployment, and training throughout all phases of new informatics solutions.
3. Plans discussions with local health department staff relative to informatics problems.
- Explains and interprets procedural changes to informatics development staff.
- Devises necessary methods and techniques to implement improved functions and/or programs.
- Make recommendations to management for improving courses of action.

4. Serves as working supervisor:
- Assigns and reviews work
- Provides guidance and training to assigned staff
- Counsels staff regarding work performance
- Reassigns staff to meet day-to-day operating needs
- Establishes annual goals and objectives
- Approves time off
- Prepares and signs performance evaluations
5. Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years college with courses in public or personnel administration, prelegal, accounting or industrial relations.
- Requires three years professional experience in public administration, business management or accounting.
Preferred Qualifications
- Three years’ experience with a variety of software applications and programs, including MS Office 2010 and Adobe Professional V.9.0.
- Three years experience with MS SharePoint web portal platform, InfoPath.
- Working knowledge of the Illinois National Electronic Disease Surveillance System (I-NEDSS), the Outbreak Reporting system (ORS), REDCap and Business Objects.
- Three years experience with technical writing acuity in developing operational procedures and designing forms for disease-gathering system functions and agency operations relating to infectious diseases.
- Two years experience as a supervisor.
