This position serves as the Systems Development Manager implementing and evaluating policies and procedures affecting information processing decisions for DoIT/Aging. In this role, you will serve as a full line supervisor overseeing the activities of a large team of IT professionals. In addition, you will conduct feasibility studies to determine the cost effectiveness and cost/benefit of proposed application systems and/or improvements to establish IT plans. Job Responsibilities

20% Under direction, serves as the Systems Development Manager implementing and evaluating policies and procedures affecting information processing decisions for DoIT/Aging:

  • Establishes local operation policies, practices and procedures
  • Identifies and evaluates the utilization of available computer resources
  • Confers and collaborates with managers to integrate services within all levels of the DolT organization


20% Serves as a full line supervisor:

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves time off
  • Adjusts first level grievances
  • Effectively recommends and imposes discipline, up to and including discharge
  • Prepares and signs performance evaluations
  • Determines and recommends staffing needs

20% Controls the various segments of a project or organizational communication:

  • Manages, organizes and evaluates the functions and phases of application/systems development, including accessibility, knowledge of the system and testing of different technical approaches
  • Manage application development utilizing Microsoft ASP.NET MVC (C# and/or VB), Microsoft SQL Server 2008 (or higher), Microsoft Transact SQL including stored procedures and triggers, SSRS and/or Crystal Reports
  • Assigns work, project segments and functions utilizing agile practices approach discovering requirements and developing solutions through the collaborative effort of self-organizing and cross-functional teams
  • Manages application/systems development utilizing Software Development Life Cycle (SDLC)
  • Utilizes agile methodology and Team Foundation Server (TFS) in performance of duties
  • Works outside of normal hours to meet deadlines


15% Conducts feasibility studies to determine the cost effectiveness and cost/benefit of proposed application systems and/or improvements to establish IT plans:

  • Conducts frequent regular reviews of service, budget, and performance indicators in comparison to DolT goals and standards
  • Develops program narratives and justifications as it relates to the budgetary process


10% In coordination with DolT IT staff, plans and executes the design and implementation of the server and storage infrastructure required to support the computer systems:

  • Evaluates training on the use of databases, servers, storage, on-line systems, standards and documentation

10% In coordination with appropriate support staff, controls and evaluates the operation of the ongoing advancement in the areas of infrastructure, software upgrades, hardware upgrades, and problem-solving techniques within the computer systems. 


5% Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to (4) four years of college preferably with courses in information technology or directly related field
  2. Requires (3) three years of progressively responsible project management work experience in an information technology application/development environment (i.e. working with computer software)
  3. Requires (3) years of experience supervising a team of IT professionals in a business or public organization

 

Preferred Qualifications (In Order of Significance)

  1. Five (5) years of progressively responsible project management work experience in an information technology application/development environment (i.e. working with computer software)
  2. Three (3) years of experience supervising a team of IT professionals in a business or public organization
  3. Three (3) years of experience in programming, application development, and the Software Development Life Cycle
  4. Two (2) years of professional experience developing, implementing and evaluating new and revised methods, procedures, and performance standards
  5. Extensive knowledge of the following technologies: Microsoft ASP.NET MVC (C# and/or VB), Microsoft SQL Server 2008 (or higher), Microsoft Transact SQL including stored procedures and triggers, SSRS and/or Crystal Reports
  6. Extensive knowledge of agile methodology, Microsoft Project, Microsoft Team Foundation Server (TFS) or similar applications
  7. Extensive knowledge of the methods, procedures and techniques of conducting feasibility studies for initiatives 
  8. Ability to analyze administrative problems and adopt an effective course of action
  9. Ability to coordinate the activities of a multi-level team on complex projects to achieve desired results
  10. Developed verbal and written communication skills to present technical information to others with clarity and precision
