Position Overview
The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking to hire a purpose-driven, initiative-taking individual interested in providing support for Illinois’ tech startups. The Office of Entrepreneurship, Innovation & Technology (OEIT) supports entrepreneurs through a variety of programs providing capital directly to small businesses. This position would be responsible for managing the operations of the Investment Team for the Venture Capital Program. We invite qualified applicants to apply for the position of OEIT’s Venture Capital Program Investment manager and help DCEO to continue to provide capital for Illinois’ startups.
Job Responsibilities
- Organizes, plans, executes, and evaluates the fiscal/investment related operations of the Venture Capital Program.
- Implements and evaluates policies and procedures affecting investments.
- Performs complex accounting and auditing work.
- Serves as full line supervisor.
- Prepares and drafts reports.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business, accounting, public administration, or marketing.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Prefers four or more years of professional experience with state and/or federal grant or investment administration including management, implementation development and closure of grant or investment programs.
- Prefers four years or more of professional experience with handling a large volume of projects simultaneously while meeting required timelines.
- Prefer at least three years of experience managing subordinates.
- Prefers one year or more of professional experience managing a public state program.
- Prefers four years or more of professional experience extracting pertinent information from extensive submitted documents in order to successfully process grant or investment projects through review to establishment.
- Prefers four years or more of professional experience with grant or investment administration activities.
- Prefers four years or more of professional experience with public presentations.
- Prefers advanced level of experience utilizing software such as Microsoft Excel, Word, Outlook, Sharepoint, and especially grant or investment reporting/tracking systems.
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires appropriate, valid driver’s license.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
