Program Manager
General Responsibilities
In collaboration with the Division director, the Program Manager will coordinate the delivery of effective services to children and youth ages 14-29 and their families. They will provide clinical and administrative supervision to their teams to ensure quality care with positive outcomes, effective transition planning, and adherence to systems of care values, trauma informed principles, and recovery/wellness focused health care. They will promote training and use in evidenced-based practices and assist in program development. They will coordinate services across divisions and systems.
Qualifications
Masters degree in mental health or related discipline and a minimum of two (2) years clinical experience. Licensed Professional preferred.
1. Administrative and Program Responsibilities
- Serves as facilitator for Intensive Family Services Meetings as appropriate to assignment.
- Ensures grants and/or proposals are written for the purpose of obtaining external funding sources in collaboration and with approval from Division Director and other agency procedures.
- Identifies other funding sources, as needed.
- Administers grants allocated to Intensive Family Services and prepares associated reports and other communications and requirements.
- Monitors the referral process to the Intensive Family Services programs.
- Ensures training to staff members who provide Intensive Family Services.
- Ensures appropriate staff coverage for the Intensive Family Services Programs.
- Ensures that staff members, who provide services for Intensive Family Services, use their time efficiently.
- Develops and delivers presentations on Intensive Family Services to referral sources as needed.
- Assists with the planning, developing, and implementation of quality Intensive Family Services in accordance with agency goals and objectives and with external regulatory standards.
- Works collaboratively with referral sources to develop appropriate service delivery systems, including policies and procedures related to the provision of Intensive Family Services.
N. Serves as a consultant internally to CMHC staff regarding Intensive Family Services.
O. Provides orientation, training and oversight to staff providing services
P. Takes a lead role in integrating consumer staff fully on teams in their region, including providing clinical support and supervision as needed.
2. Direct Clinical Services
- Interviews and evaluates clients, recommends diagnosis and establishes treatment plans which define the goals, specific objectives, specific outcomes, and time frames for treatment.
- Provides individual, group, and family treatment and psycho educational programs.
- Documents treatment and emergency contacts in accordance with agency policies and procedures.
- Complies with timeliness of record keeping on an ongoing basis.
- May participate in the Clinical Supervision Program in accordance with the policies and procedures
- Complies with CMHC policies and procedures regarding clinical supervision and clinical privileges.
- Provides QBHP oversight for the team as needed.
- Provides clinical support and mentoring regarding youth 14-29 and their families to internal staff as well as external members of child and family teams as needed.
3. C&E Community Service
- Documents C & E services provided in accordance with agency policies and procedures.
- Attends community meetings as appropriate to position.
4. Emergency Services Activities
- Serves on daytime and after-hour emergency services as assigned.
- Completes necessary paperwork accurately and efficiently in accordance with agency policies and procedures
5. Staff Development Activities
- Actively participates in the Center's Staff Development Programs by fulfilling identified items on the Individual Employee Development Plan (IDEP).
1. Participates in multi-disciplinary staffing.
- May serve on Improving Organizational Performance Measurement.
- Attends committees as assigned.
- Attends conferences, workshops, meetings, in-services, etc. to enhance professional knowledge and development according to the needs identified on the IEDP.
- Attends full staff, team meetings, etc. as appropriate to position.
6. Record Keeping Activities
- Completes Service Activity Records to ensure fair and accurate data collection for billing, fee setting, the Management Information System and other purposes in accordance with agency policies and procedures.
- Monitors and tracks action statements or other appropriate disciplinary documentation regarding staff responsibilities to accurately and efficiently complete appropriate clinical documentation in accordance with agency policy and procedure expectations.
- Monitors and tracks staff attendance reports, PTO requests, travel vouchers, staff development requests, employee evaluations, etc. are accurate and efficiently completed in accordance with agency policies and procedures. Responsible to verify appropriate costs associated with supervised staff are within budgetary constraints of the agency and are completed accurately and appropriately with division needs as defined through policy and procedures.
- Completes personal attendance reports, PTO requests, travel vouchers, staff development requests, employee self-evaluations, etc. accurately and efficiently in accordance with agency policies and procedures.
- Completes various reports and forms to efficiently and effectively evaluate staff performance both clinically and administratively in accordance with agency policy and procedures.
- Appropriately and efficiently documents any disciplinary action of assigned staff in accordance with agency policy and procedures.
Supervisory Relationships
- Immediate Supervisor: Director of Adult, Child & Family
- Supervises: Staff, student interns and volunteers assigned to the team.
Knowledge and Skill Required
- Knowledge of and experience with the treatment of children in individual family, group and partial hospitalization.
B. Demonstrated sensitivity to cultural issues in a rural poverty area.
C. Program Development Skills.
D. Experience in serving children and adolescents with serious emotional disabilities.
E. Very good computer skills to access review and devise spreadsheets and design tracking tools.
F. Willingness to travel on behalf of agency business.
